Description
This is for information and planning purposes and shall not be construed as an obligation on the part of the Government. The purpose of this sources sought is to identify all qualified businesses, including Service-Disabled Veteran-owned Small Businesses (SDVOSB) Veteran-Owned Small Business (VOSB), Small Disadvantaged Businesses (SDB), Women Owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, 8(a) Small Business and Large Business concerns that are interested in and capable of performing the work described herein. The NAICS code being considered is 624221 and the corresponding size standard is $11 Million. Your response to this sources sought will assist the Government in determining the appropriate acquisition method, including whether or not a reasonable expectation of a set-aside exists. The Department of Veterans Affairs, Veteran's Integrated Services Network 21, Network Contract Office is seeking information to aid in determining potential contractor's capabilities to provide services as part of its community based Health Care for Homeless Veterans (HCHV) Contract Offender Re-Entry Program for housing 290 Status (Sex Offender.) The goal of the HCHV program is to remove homeless Veterans from the street or habitation unfit for Veterans and place them in community-based, residential environments with sufficient supportive services to meet their needs and ultimately, facilitate the improvement of their overall health status and housing situation. Contractor must be approved by parole and probation to serve sex offenders, or other justice involved veterans. Contractor shall provide housing and/or services to veterans with sex offender status or who are justice involved. These veterans may present with a serious mental illness or have abused drugs or alcohol for many years. These veterans may have current involvement in the legal system. 1.Specific Tasks A)OUTREACH: Contractor will be expected to engage in community outreach efforts, both independently and in collaboration with VASNHCS HCHV Staff, for the purpose of identifying homeless veterans who may be eligible and in need of this offender re-entry program. B)STANDARD AMENITIES & DIRECT SERVICES: The contractor shall furnish each Veteran referred for care under this contract with the following standard services: a.ROOM & BOARD: Room and Board shall be accessible to the Veteran 7 days a week and 24 hours per day. b.LAUNDRY: Laundry facilities or service must be available at no cost for residents to tend to their laundry needs. c.DIRECT SERVICES: The following are the minimum direct services which the Contractor will be expected to furnish to Veterans admitted to the program. The contractor shall comply with the principles listed in 38 CFR 17.707(b) to provide housing and supportive services in a manner that is free from religious discrimination.
