- W91249-15-T-0005 is issued as a request for proposal (RFP). The closing date and time of this solicitation 5 August 2015, 2:00pm. eastern daylight time. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. This acquisition is restricted under NAICS code 561110, size std 7.5M. This requirement is 100% set-aside Total Small Business. Only qualified offerors may submit proposals. The requirements in this solicitation are outlined in Attachment 1. This award will be all or none,no partial offers will be considered. Offers shall be signed by a company representative and submitted on the attached SF 1449 and a resume. E-mail offers and resumes to cheryl.m.hood.mil@mail.mil and kelly.j.haukaas.civ@mail.mil. A Master of Divinity (M.Div.) is preferred. quote mark However, W9124915T00050000_Section_SF1449_4 states, quote mark Applicant must submit copy of completed Master of Divinity degree (M.DIV) from an accredited seminary. quote mark Is paragraph 1.2.1 still accurate? A: As of right now yes the requirements are accurate. Apparently they have had issues with under educated leaders in the past. Although a Bachelor's Degree is required, if you have a Master of Divinity (M.Div.) we need to see it. It is only preferred. 2. Is there an incumbent contractor? A: Yes there is an incumbent in place. 3. Does the government anticipate this to be a full-time? Or part-time? A: This is a part time position. 4. We have a number of Youth Ministry and similar contracts, however, none of them have been priced this way. They are usually priced at x- hours per week. Will the government provide us with an estimate of hours per week? A: As the contract work/hours are being utilized now it is being registered by event not time. The sponsoring chaplain monitors the events to ensure they are being done to an acceptable standard. 5. Will the Youth contacts requirement be performed by school visits? If so, how many possible schools will the contractor visit? A: The contractor currently makes home visits to ensure the parents are around. He also introduces himself to new teens, which are with an adult, in many venues to inform them of the youth program. 6. Does the government consider this position to be Wage Determined?
