- This amendment to Solicitation DE-SOL-0008751 is to address the questions raised by interested vendors. Additional questions will not be addressed REQUEST FOR QUOTATION (RFQ) NUMBER DE-SOL-0008751 TO ALL INTERESTED PERSONS: The U.S. Department of Energy (DOE) has a requirement to design, develop, and launch an innovative and interactive website that profiles women scientists, researchers and leaders employed at DOE National Laboratories. The work defined for this requirement is directly related to DOE?s mission of supporting Science Technology Engineering and Mathematics (STEM) education and workforce development. Specifically, the website design and development efforts outlined in the Statement of Work are in support of a Women@Energy (W@E) book initiative that is targeted towards middle-school girls and teachers within the U.S. public school system to build awareness and promote the educational and career opportunities undertaken by DOE?s women scientist, researchers, and leaders in hopes of inspiring young girls to consider exploring STEM related educational and/or careers opportunities. There will only be one award as a result of this solicitation. This award will be awarded on a ?Best Value? basis, based on the attached Evaluation/Selection Criteria. The award will be a firm fixed price purchase order. All work must be in accordance with the specifications listed in the attached Statement of Work (SOW). In order to be eligible for this award the offeror must be a small business under NAICS code 541511 ?Custom Computer Programming Services?. The size standard in millions of dollars for NAICS code 541511 is $27.5. Offerors shall complete the following blocks on the SF18; Blocks 11 and 13 through 16 of the RFQ. All offerors are solely responsible for all bid and quote/proposal costs associated with their proposal. Vendors will be required to submit a price proposal via FedConnect at https://www.fedconnect.net/fedconnect/. You must use FEDCONNECT to submit your quote. Vendors must register via the FedConnect website prior to submitting proposals. Instructions on how to submit your proposal electronically can be found in the help document, which is located under the ?Have questions? Need help getting started?? button on the FedConnect website. Additional technical assistance can be obtained by emailing the Help Desk personnel at support@fedconnect.net or 1-800-899-6665. Proposals must be received through the FedConnect website NO LATER THAN 3:00 PM local prevailing time (Washington, DC) on August 3, 2015. Your quote should be valid for 30 calendar days. The Department's designated point of contact for this RFQ is Bernard Watts. Proposals must not be sent to the e-mail address. Proposals submitted to the e-mail address will be rejected as nonresponsive. You are cautioned to contact only Mr. Watts concerning this RFQ until after contract award. It is requested that all communications with Mr. Watts be in writing.
