- The U.S. Army Corps of Engineers, Pittsburgh District has a requirement for installation, configuration and startup of video surveillance equipment at four facilities on the Monongahela River in Pennsylvania and West Virginia; Point Marion L/D, Morgantown L/D, Hildebrand L/D, and Opekiska L/D. The video surveillance equipment at each project consists of high resolution, solid state closed circuit television cameras, video signal equipment, video recorders, uninterruptible power supplies, and associated wiring and fiber optic transmission systems. The work is located at the following projects on the Monongahela River: Point Marion Lock and Dam near Point Marion in Fayette and Greene Counties, Pennsylvania. Morgantown Lock and Dam near Morgantown in Monongalia County, West Virginia Hildebrand Lock and Dam near Booth in Monongalia County, West Virginia Opekiska Lock and Dam near Smithtown in Monongalia County, West Virginia. Point Marion Lock and Dam - At the Point Marion L/D, two new pan, tilt, and zoom (PTZ) cameras are to be installed at the facility. Camera #6 shall be installed on an existing light pole next to the USGS control tower. Camera #7 shall be installed on a new Polevator near the upstream control shelter. The cameras will be installed with new mounts along with all associated cabling, a power distribution box, and GRS conduit. A new digital video recorder (DVR) shall be installed and configured with all supporting devices and cabling to create a fully functional video surveillance system. The DVR client software shall be installed on two new government furnished PCs as noted on the contract drawings. The contractor shall install the new PCs as part of this contract. The remote video control console shall be configured for viewing the additional video from Morgantown, Hildebrand and Opekiska. Morgantown Lock and Dam - At the Morgantown L/D, two new pan, tilt, and zoom (PTZ) cameras are to be installed at the facility. Camera #6 shall be installed on an existing light pole next to downstream control shelter. Camera #7 shall be installed on a new Polevator near the service building. The cameras will be installed with new mounts along with all associated cabling, a power distribution box, and GRS conduit. A new digital video recorder (DVR) shall be installed and configured with all supporting devices and cabling to create a fully functional video surveillance system. Hildebrand Lock and Dam - At the Hildebrand L/D, two new pan, tilt, and zoom (PTZ) cameras are to be installed at the facility. Camera #6 shall be installed on an existing light pole next to downstream control shelter. Camera #7 shall be installed on a new rooftop mount on top of the lock wall pier. The cameras will be installed with new mounts along with all associated cabling, a power distribution box, and GRS conduit. A new digital video recorder (DVR) shall be installed and configured with all supporting devices and cabling to create a fully functional video surveillance system. Opekiska Lock and Dam - At the Opekiska L/D, two new pan, tilt, and zoom (PTZ) cameras are to be installed at the facility. Camera #6 shall be installed on a new Polevator near the service building. Camera #7 shall be installed on a new rooftop mount on top of the elevator pier. The cameras will be installed with new mounts along with all associated cabling, a power distribution box, and GRS conduit. A new digital video recorder (DVR) shall be installed and configured with all supporting devices and cabling to create a fully functional video surveillance system. Magnitude of the project is between $100,000 and $250,000. This is a 100% small business set-aside acquisition. All responsible offerors are encouraged to participate. The period of performance for this procurement is estimated to be 180 calendar days after the contractor receives the notice to proceed. The Invitation for Bid (IFB) will be issued approximately 10 July 2015, online through Army Single Face to Industry (ASFI) and Federal Business Opportunities (fbo.gov), therefore, requests for hardcopies of the solicitation will not be honored. In order to receive notification of any amendments to this solicitation, interested vendors must register as an interested vendor on the Federal Business Opportunities website. If you are not registered, the Government is not responsible with providing notification of any changes to this solicitation. Contractors must be registered in the System for Award Management (SAM) before receiving a contract award (go to www.sam.gov to register).
