- Attachment 1 - Pricing Chart Notice Type: Combination Synopsis/Solicitation This is a combined synopsis/solicitation for a blood rheometer. This is for commercial items prepared in accordance with 52.211-6 Brand Name or Equal and the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. A. Solicitation Number FDA-SOL-1151656 is being issued as a Request for Quotation (RFQ). B. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, effective 02 Jul 2015. C. This procurement is a Total Small Business Set-Aside, and the associated NAICS Code is 334516 and small business size employees 500. D. Period of Performance is anticipated to be 1 September 2015 to 31 August 2016, with one option year period. E. Background: The Blood Damage Assessment Laboratory requires a rheometer capable of characterizing the visco-elastic properties of animal and human blood and plasma over a wide range of shear rates. Our research involves relating the physical properties of blood elements to device-induced hemolysis and thrombosis. As our current rheometer is no longer being supported by the manufacturer, we are seeking a replacement system to make viscosity and elasticity measurements on small volumes of low viscosity biological fluids. At a minimum the rheometer (Model No. AR1500ex by TA Instruments) must meet the following salient characteristics: • Must have a fluid sample size: < 3mL • Must have a torque range of 0.1 μN•m to 150 mN•m • Must have a torque resolution of < 5 nN•m • Must have an angular velocity range of 1.0e-7 to 300 radians/second • Must have a controlled stress option: Required, to adjust rotational speed and maintain constant stress on the fluid. • Must have a viscosity measurement range of biological fluids of 0.5 - 10 centiPoise • Must have a shear rate measurement range of 1 - 5000 1/s • Must have a oscillation mode option: Required, to measure elasticity of blood (~3 cP) • Must have a frequency range in oscillation mode of 7.5e-7 - 628 radians/second • Must have a angular resolution in oscillation mode of ≤ 50 nrad • Must have a temperature control method air-cooled peltier circulator • Must have a temperature range of 20 - 40˚C • Must have a bearing type of air, porous carbon, or magnetic bearings • Must have an air filter / regulator: Required to filter pressurized airline entering the unit. • Must have software for precise instrument control, data collection, and basic data analysis • Must have a fluid containment / shield option: Required to prevent blood from spinning out. • Must have a cone geometries at least 60 mm in diameter, with a ≤ 1˚ angle • Must have stainless steel cone with 60 mm plate with a hollow shaft and 25 mm 0.1 rad cone • The rheometer dimensions must be no larger than 50 cm (depth) x 35 cm(width) x 80 cm (height) to fit in confined lab space • The rheometer weight must be no more than 40 kg to allow for movement Installation and Training: • Installation will include setting up machine and performing installation and operational qualification. • The contractor shall provide onsite familiarization training on product operation. New Or Refurbished Equipment: The requested units must be newly manufactured or refurbished, or previously used for demonstration. At a minimum, the life cycle for this equipment must be >5 years at full performance. Delivery: The vendor is responsible to deliver the instrument to the address provided below. Repair/maintenance Service Agreement: Any repairs needed within the first 12 months should be provided at no cost by the vendor. • Minimum one (1) planned preventative maintenance visits per contract year  Includes functional testing of instrument  Includes replacement OEM parts as needed • Unlimited corrective/remedial maintenance visits within 3 business days of call for service • Unlimited technical support, Mondays - Fridays (excluding Federal Holidays) between the hours of 8:00 AM - 5:00 PM Central Time, within 8 business hours of contact for assistance (e.g., telephone-based, email-based, website-based, etc.) • Maintenance and repair activities shall be performed by formally trained and certified technicians/engineers, following Original Equipment Manufacturer (OEM) specifications, manuals, and service bulletins, using new OEM replacement parts, components, subassemblies, etc. Repair/ Maintenance Service Agreement Options: The Government will have the option to extend the repair and maintenance service agreement after the base contract service agreement expires for one (1) year. All terms and conditions of the repair and maintenance service agreement will apply to this option year. Pricing: All charges must be included in the quote. Any charges presented after contract award will be unacceptable. Vendors are required to propose on the Pricing Chart (Attachment 1) Award will be issued as a Firm Fixed Price contract. FAR 52.217-8 - OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 days. (End of Clause) FAR 52.217-9 - OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 24 months.
