- Document type: Pre-solicitation Notice Classification Code R- MEDPROS Data Entry Clerk Set Aside: Small Business NAICS Code: 541990 - Offices Other Professional, Scientific and Technical Services This is a presolicitation notice, the United States Property and Fiscal Office of the Virgin Islands intends to issue an a solicitation to award a single firm fixed-price, based on price per hour contract for non-personnel services to provide one MEDPROS Data Entry Clerk, to extract required data elements from soldier personnel and medical files and input that information into the Medical Readiness Protection System (MEDPROS) or into the Remotes Information Data Entry System (RIDES), for the Virgin Islands National Guard, located on St. Croix, US Virgin Islands. The period of performance for this contract begins 22 September 2015 through 21 September 2016. This acquisition is set aside 100% for small business. The North American Industry Classification (NAICS) Code is 541990, with a size standard of $14,000,000.00. The Service Contract Act of 1965 as amended applies to this requirement. The solicitation will be posted on Fed Biz Opps (https://www.fbo.gov) electronically, on or about 24 August 2015. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates and amendments to any and all documents. This will normally be the only method of distributing amendments prior to closing. All responsible sources may submit a quotation that will be considered by this Agency. All prospective offerors interested in submitting an offer on this solicitation must be registered in the FedBizOpps registration requires the following information: 1) System for Award Management (SAMS) (formerly Central Contractor Registration- CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, and 4) email address. Registration instructions can be found on the FedBizOpps website at http://www.fbo.gov/download/FBO_Vendor _Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY). Reference paragraph 4.7 of the Vendor Guide for instructions on how to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 12 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information. Bidders/offerors cannot log into the FedBizOps home page and search for data. Websites are occasionally inaccessible, due to various reasons. The Government is not responsible for any loss of Internet connectivity or for an offerors inability to access the documents posted on the referenced web pages. The Government will not issue paper copies. All inquiries must be in writing, preferable via email to the persons specified in the solicitation.
