- Description
- The NASA/SSC Office of Procurement intends to issue a Request for Proposal (RFP) for the following items to be delivered to the John C. Stennis Space Center (SSC), Mississippi. The work to be performed under this requirement shall be in accordance with (IAW) the following Statement of Work: Statement of Work for High Pressure Ball Valve Procurement: 1.0 Background: The High Pressure Gas Piping System in the Test Complex at Stennis Space Center, currently underground, is being replaced with an above ground system stainless steel piping system conveying gaseous nitrogen (GN), gaseous helium (GHe), and high pressure missile-grade air (HPA) to the various end user locations at SSC. This new High Pressure Gas Piping System requires new isolation ball valves. 2.0 Scope: Provide valves per the attached specification 11000-GM22. Deliverables: 1.5, 2, 3, and 4 inch ball valves with hand wheels and appropriate end connections per specification 11000-GM22: * 1 ea. - 1.5" 6,000 psig Inert Gas Trunnion Ball Valve with Hand Wheel Operator * 16 ea. - 2" 6,000 psig Inert Gas Trunnion Ball Valve with Hand Wheel Operator * 7 ea. - 3" 6,000 psig Inert Gas Trunnion Ball Valve with Hand Wheel Operator * 5 ea. - 4" 6,000 psig Inert Gas Trunnion Ball Valve with Hand Wheel Operator All valves shall be cleaned to Level 400A per NASA-RPT-STD-8070-001. All valves will be functioning in a Class I, Div. 2, Group B environment as defined by the National Electric Code, Article 500. Delivery schedule shall be as follows: 20 Weeks ARO:All valves listed above ----------------------------------------------------------------------------------------- -------------------------------------- The government intends to issue subject Request for Proposal (RFP) under Negotiated Acquisition of Commercial Items procedures in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 15 and any resulting award will be made in the form of a Firm Fixed Price (FFP) Contract. It is anticipated that only one award will be made for this requirement. The total estimated period of performance or lead-time for delivery for this project is not to exceed TWENTY (20) weeks after receipt of order (ARO). FOB is destination. The anticipated issue date of subject RFP is on or about August 14, 2015 with an anticipated offer due date of August 28, 2015. It is anticipated that this action will be issued as unrestricted. The NAICS Code and Size Standard are 332911-Industrial Valve Manufacturing and 500 Employees respectively. All responsible business sources may submit a proposal, which shall be considered by this agency. The evaluation factors for this procurement are in development and will likely include Technical Quality, Past Performance, Delivery Schedule, and Price. The Government reserves the exclusive right to award to other than the low offeror on this "Best Value" procurement.
