- Step Ladder Pricing Tables Specifications QASP CDRLs 14-R-0122 RFP Solicitation The Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA intends to procure a five year indefinite delivery idefinite quantity (IDIQ) contract for the production of the following EW SITE system components: Stimulus Cabinet with a unit of issue of "each", Synthetic Source Instruments (each), mini-A2PATS (each), Integrated EW Cabinet System (each) and Maintenance/Alignment Cabinet (each). This contract will also provide for spares (lot); maintenance, repaires, and modifications (hours); training (hours); and material (lot). This will be procured on an other than full and open competition basis from AAI Corporation/Textron Systems. In accordance with FAR 6.302-1(a)(2), only AAI Corporation is the sole developer and manufacturer of the existing EW SITE system that possesses the unique capability and expertise that can satisfy the minimum needs of the Government. Compatibility with the existing system is required to enable sharing of hardware components between existing threat simulators and leveraging of existing government-developed threat scenario software. The EW SITE systems being procured require the same threat radar file generation capability as the existing simulator. The EW SITE is the only system that performs all three types of Angle of Arrival generation, and has sufficient resolution to generate threats required for systems performing Specific Emitter Identification (SEI). AAI Corporation manufactures the only model of RF synthesizer compatible with the EW SITE system Radio Frequency threat simulator. The RF synthesizer is a proprietary item owned by AAI Corporation, and is not licensed to other manufacturers. The Government anticipates a September 2015 award. This notice is not a request for competitive proposals however, any interested firm, other than AAI Corporation/Textron, should contact Sierra Trepanier via email no later than 1:00 pm (PST) on 11 August 2015.
