Description
THIS MODIFICATION IS FOR THE PURPOSE OF ATTACHING THE DRAFT OTHER TRANSACTION The US Army Natick Solider Research, Development and Engineering Center is releasing this special notice to inform interested parties about the Government's interest to establish an Other Transaction Agreement (OTA) under 10 U.S.C. 845 with an eligible entity or group of entities, to include industry, academic and non-profit organizations, for the purpose of establishing a coordinated research and development program designed to identify, develop and mature prototype Soldier and Small Unit Operational Energy Program (SSUOE) technologies and to provide a DRAFT Agreement for comments. All interested parties are encouraged to provide input, comments and questions to identify and resolve concerns regarding the proposed OTA and to improve the understanding of the Government requirements and the capabilities of industry, academia and non-profit organizations. Questions and/or comments are due to ACC-APG Natick no later than 1:30 PM EDT on 14 August 2015. In addition to comments on the proposed DRAFT Agreement, the Government is seeking comments on the proposed evaluation factors cited below. These evaluation factors, once finalized, will be used by the Government to evaluate all interested parties/consortia that submit letters of interest responding to an official request. 1.Demonstrate how the Consortium's internal processes protect the interest of the Government, ensure open communication between the Government Technical/Project Leads and selected Member Project Leads and ensure entire process is expeditiously executed from concept submission to prototype delivery process. 2.How will the Consortium identify technology needed to satisfy future SSUOE technology gaps and out-year operational needs? How will the Consortium seek out and encourage companies that work with these technologies to become Consortium Member Entities? 3.How does the Consortium Membership Agreement convey provisions of the Consortium Agreement to Consortium Member Entities, such as IP and Patent Rights. Does the Agreement enable non-member companies that the Government desires to have an opportunity to propose concepts to rapidly join the consortium? Does the Membership fee structure have flexibility not to inhibit small innovative companies from becoming members? How does the Consortium 4.Membership Agreement facilitate multi-member or Government Agency teaming opportunities? 5.How does the existing Consortium Membership provide a strong mix of non-traditional defense contractors, academia, entrepreneurs and traditional defense contractors and how do their technologies match the future needs of SSUOE? 6.The Consortium and Consortium Member's past performance with Government and industry in the specific interest area or similar and/or related areas will be evaluated to assess the relative risks associated with the Consortium's likelihood of success in meeting the requirements stated in this OT Consortium Agreement. Specific areas of past experience and performance examined will include demonstrated technical and schedule performance, cost control, general responsiveness to contract or agreement requirements, customer satisfaction, and customer focus. Emphasis will be on recent, relevant experience. 7.How does Key Consortium Personnel reduce likelihood of Consortium failure. 8.What are Consortium Business Model Operating Costs and how do they change as Government use of the Consortium grows? What are the Consortium Fee Structures and how does that support the Business Model Operating Costs? This announcement is a request for information ONLY to be used for information planning purposes. Proposals ARE NOT requested. This request for information is not be construed as a commitment by the Government for any actual procurement of services. This announcement does not constitute a request for proposal or a promise of a request for proposal in the future.
