This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is AG-04N7-S-15-0053 and is issued as a Request for Quotations (RFQ). This is a small business set-aside with an associated NAICS code of 321999. The small business size standard is 500 employees. This solicitation is for a firm- fixed price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-82. The following clauses and provisions apply to this acquisition and are incorporated herein by reference: 52.212-1 - Instructions to Offerors Commercial Items; 52.212-2 Evaluation Commercial Items; the evaluation criteria stated in paragraph (a) of this provision are as follows: Price and Past Performance with price and past performance being approximately equal. For glued laminated timber, 1,000 board feet based on actual width, thickness, and length of each piece supplied to the designated delivery point. • LS: Lump Sum. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is "ALL." Estimated quantities of lump sum work shown in the contract are approximate. SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK C-1 GENERAL. Supply, fabricate, and delivery (F.O.B.) destination of timber and hardware bridge components as described in attached drawings including running planks, deck panels, curbs, curb blocks, rails, rail posts, backing planks, anchor plates, bolts, washers, nuts, screws, and ring shank nails. All materials shall be delivered to the Star Ranger Station of the Siskiyou Mountains Ranger District on the Rogue River-Siskiyou National Forest in Jackson County, Oregon. The materials will be used at a later date under a separate contract to rehabilitate the existing Middle Fork Applegate Bridge #1. C-2 MATERIALS. Materials to be supplied shall be fabricated from glued-laminated and sawn timber and lumber, treated as shown on the Drawings. Wood species and grade shall be as shown on the Drawings. Hardware including steel plates, bolts, washers, nuts, screws, and nails shall be supplied as shown on the Drawings. C-3 CONFIGURATION. Components shall be fabricated to accommodate dimensions and configuration shown on the attached Drawings for the future replacement of existing bridge components. C-4 FABRICATION. Fabricate materials in accordance with the attached Drawings and as follows: Materials shall be completely shop fabricated in accordance with approved shop drawings. Fabrication shall include all necessary cuts, holes, and splices. Shop drawing approval by Contracting Officer (CO) is required prior to start of fabrication work. C-5 TREATMENT. Treat timbers in accordance with the attached Drawings and as follows: Fabricate timbers before treatment. Handle treated timber according to the consumer Information Sheet published by the AWPA. Handle treated timbers carefully and do not drop, damage outer fibers, or pentrate the surface with tools. Do not use cant dogs, hooks, or pike poles. C-6 SUBMITTALS & CERTIFICATIONS. The following submittals shall be provided: • Shop Drawings including o Bill of materials (hardware and timber) o Drawings for all members and fabricated steel items clearly identifying dimensions, holes, and other requirements o Material grade, species, and treatment type as applicable • Lumber and timber material certifications • Treatment certification Fabrication of materials shall not begin prior to approval of shop drawings by the Government. The Government will respond to shop drawings within 14 days of submittal receipt. C-7 DELIVERY. Deliver all completed materials to the Star Ranger Station located in Jackson County, Oregon on the Siskiyou Mountains Ranger District of the Rogue River-Siskiyou National Forest at 6941 Upper Applegate Road (County road 859), Jacksonville, Oregon 97530. T39S, R3W, Section 28, Willamette Meridian. Notify the Contracting Officer a minimum of five (5) days prior to expected delivery date to coordinate delivery. The Government will provide an onsite representative to receive materials. Protect all components from damage due to banding and shipping. Coordinate all aspects of material off-loading and provide necessary equipment and labor. Material shall be transported and handled in a manner to avoid damage. Clear the ground under and in the vicinity of all stored material of weeds, rubbish, and other objectional material. Place the the bottom layer of material at least 6" above the ground level and provide sufficient support to prevent sagging. Open-stack untreated material to shed water. Stack material in layers on spacers (stickers) that extend across the full width of the stack to allow for free air circulation. Align all stickers vertically and space them at regular intervals. Close-stack treated material to shed water. Protect material from the weather. If covered, use sheet material such as water-resistant paper or opaque polyethylene film. Do not cover with impervious membranes such as polyethylene film during dry weather. Slit individual wrappings full length or puncture on the lower side to permit drainage of water. Store and protect glued laminated timber according to the recommendations for unloading and handling and job site storage in "Recommended Practice for Protection of Structural Glued Laminated Timber During Transit, Storage, and Erection, " AITC 111. Use slings or other devices to protect corners of heavy construction timbers and banded packages of lighter construction timber. C-8 52.247-34 F.O.B. DESTINATION (NOV 1991) (a) The term "f.o.b. destination, "as used in this clause, means- (1) Free of expense to the Government, on board the carrier's conveyance, at a specified delivery point where the consignee's facility (plant, warehouse, store, lot, or other location to which shipment can be made) is located; and (2) Supplies shall be delivered to the destination consignee's wharf (if destination is a port city and supplies are for export), warehouse unloading platform, or receiving dock, at the expense of the Contractor. The Government shall not be liable for any delivery, storage, demurrage, accessorial, or other charges involved before the actual delivery (or "constructive placement" as defined in carrier tariffs) of the supplies to the destination, unless such charges are caused by an act or order of the Government acting in its contractual capacity. If rail carrier is used, supplies shall be delivered to the specified unloading platform of the consignee. If motor carrier (including "piggyback") is used, supplies shall be delivered to truck tailgate at the unloading platform of the consignee, except when the supplies delivered meet the requirements of Item 568 of the National Motor Freight Classification for "heavy or bulky freight." When supplies meeting the requirements of the referenced Item 568 are delivered, unloading (including movement to the tailgate) shall be performed by the consignee, with assistance from the truck driver, if requested. If the contractor uses rail carrier or freight forwarded for less than carload shipments, the contractor shall ensure that the carrier will furnish tailgate delivery, when required, if transfer to truck is required to complete delivery to consignee. (b) The Contractor shall- (1) (i) Pack and mark the shipment to comply with contract specifications; or (ii) In the absence of specifications, prepare the shipment in conformance with carrier requirements; (2) Prepare and distribute commercial bills of lading; (3) Deliver the shipment in good order and condition to the point of delivery specified in the contract; (4) Be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee a the delivery point specified in the contract; (5) Furnish a delivery schedule and designate the mode of delivering carrier; and (6) Pay and bear all charges to the specified point of delivery. C-9 TIME OF DELIVERY (a) Deliver all completed materials within 120 calendar days of approval of shop drawings. Total contract time not to exceed 150 calendar days. (b) Notify Contracting Officer minimum of five (5) days prior to expected structure delivery date. Confirm delivery time one (1) day prior to delivery. It shall be the responsibility of the Contractor to: 1. Prepare shipment in conformance with carrier requirements, if shipped by common carrier. 2. Prepare and distribute commercial bills of lading, if shipped by common carrier. C-10 CONTRACT TIME Deliver all completed materials within 150 calendar days of issuance of notice to Proceed (see C-9(a) above).
