Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, W901UZ20150804, is being issued as a request for quote. The specific requirements are explained on the attached Request for Quote and Performance Work Statement. 2. Only one quote per offeror will be considered. The Government will award to the responsible offeror whose offer, conforming to the request for quote, will be most advantageous to the Government (price and other factors considered). The following factors shall be used to evaluate offers: price and past performance. All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. Offerors shall include the specifications of the item(s) offered with their offer. The Contracting Officer will evaluate products on the basis of information furnished by the quote or identified in the quote and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. All late quotes will be rejected. 3. Please be advised that FAR Subpart 9.5 - Organizational and Consultant Conflicts of Interest may apply for any potential follow on contract which may include the upgrade, modification, refurbishment, and/or replacement of the Improved Moving Target Simulator. 4. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer) whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 5. The Federal Government is tax exempt. 6. The Service Contract Act will apply to this requirement. 7. Contract Manpower Reporting Application (CMRA) Requirements: The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contractor for the North Dakota National Guard via a secure data collection site. The Contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the Help Desk at http://www.ecmra.mil/. 8. Any award made pursuant to this solicitation is subject to the availability of funding. 9. All offerors must be registered in the System for Award Management (SAM) on-line database. Lack of registration will make an offeror ineligible for award. Registration information can be found at www.sam.gov. Offerors are also notified that use of the Wide Area Workflow (WAWF) invoicing system is mandatory. More information and registration can be found at https://wawf.eb.mil/. Information concerning FAR clauses can be obtained at www.farsite.hill.af.mil.
