- Draft FEMA Requirement Document Request for Information PA IT Tool This is a Request for Information (RFI)/Sources Sought Notice for market research purposes only; and not a Request for Proposal. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach or period of performance. Additionally, this RFI does not commit the Government to contract for any products or services. Interested Parties are advised that the Government will not pay for any information or administrative costs incurred in responding to this notice. The Department of Homeland Security Federal Emergency Management Agency (FEMA) is conducting market research to gain knowledge of industry capability in support of Information Technology (IT) application activities for FEMA Public Assistance (PA) recovery operations. The IT application will perform complex project formulation through Agile Earned Value Management (EVM) up until grant obligation, and collaborative event case management through analytics to prevent repetitive loss, eligibility problems, and/or future appeals or de-obligations. The complex project formulation process includes the following four phases (see attached Draft Requirements Document): • Phase 1: Operational Planning • Phase 2: Damage Intake & Eligibility Determination • Phase 3: Grant Scoping & Costing • Phase 4: Reviews Qualified vendors are invited to submit a Capability Statement to demonstrate interest and the ability to, at a minimum meet the requirements. The Capability Statement shall be no more than ten (10) pages in length and sent via email to daisy.joseph@fema.dhs.gov not later than 2:00 p.m. (EST) on 19 August 2015.
