Pricing Spreadsheet Market Research Generators: Sources Sought - Market Research This is not a request for a proposal. This announcement is considered market research in accordance with FAR Part 10. DLA Troop Support is seeking to identify sources and their capabilities to provide Generators to supplement Federal Emergency Management Agency (FEMA) Disaster Relief Operations before, during, and after major or catastrophic disasters. It is anticipated that any resultant acquisition would be for a multiple award five year indefinite quantity type contract. Contractors will be required to provide generators from 15-60kw up to 706kw->1mW via lease/rental to seven (7) FEMA locations: Atlanta GA, Frederick MD, Fort Worth TX, Moffett OK, Hawaii, Guam, and the Caribbean. Contractors may also be required to provide Generators via lease/rental directly to staging areas at the disaster locations or intermediary locations on an ad hoc basis. Generators shall be rated for prime power, have parallel ability and may require: trailer mounted or skid mounted delivery, additional material handling equipment to facilitate delivery, possible support equipment (cables, connectors etc.), fuel tanks and fuel lines, manufacturer's operation and maintenance manuals, specifications/capacity plates, and unique 6-digit identification numbers. Contractors would be required to provide a customer representative/technician to ensure generators are operational before final acceptance at destination. The government will connect all generators and provide daily preventative maintenance. A good faith estimate of 55 generators within the various power bands may be needed to augment FEMA operations during emergencies. If a solicitation is issued at some point in the future, it will cite a quantity range of approximately 25 generators to 100 generators annually in order to sufficiently cover unanticipated needs and will be for various power bands. Under multiple award contract requirements, vendors awarded base contracts will be required to respond to delivery order Request for Quotes twenty-four (24) hours a day, seven (7) days a week including weekends and holidays. Upon evaluation of responses and delivery order award, all equipment must be delivered to the identified shipping destination within 48 hours. It is requested that interested parties submit a concise capability statement (no more than 3 pages) that sufficiently describes the following as well as submit the attached pricing spreadsheet: •1) (1) Name of Company, Cage Code, Business Size, POC, Phone and Email •2) (2) Qualifications •3) (3) Capabilities •4) (4) Best practices •5) (5) Previous experience •6) (6) Challenges to supporting the effort described •7) (7) Pricing Spreadsheet - use the attached spreadsheet to provide the following: •a. Provide an Estimated weekly and monthly (30-day) rental price for each band size identified; •b. Provide an Estimated transportation price (mobilization and delivery to the FOB destination site and demobilization and return to origin) to EACH of the seven FEMA locations for EACH band size for the market research quantities identified. For transportation pricing purposes, please use Hilo as the destination in Hawaii and Haiti as the destination in the Caribbean. The following is a list of the anticipated range bands of the generators: Range 1: 15-60kW; Range 2: 61-100kW; Range 3: 101-200kW; Range 4: 201-400kW; Range 5: 401-704kW; Range 6: 705kW->1mW. The following are the seven FEMA locations: Atlanta GA, Frederick MD, Fort Worth TX, Moffett OK, Hawaii, Guam, and the Caribbean. Capability statements with the estimated Pricing Spreadsheet shall be submitted via email to Mary.Ryan@dla.mil and Meghan.Michalski@dla.mil by August 11, 2015 with "Generators Sources Sought FEMA" in the subject line. ZIP files are not acceptable. Submission of standard company brochures without the requested capability statement will NOT be reviewed. For informational purposes only, please note that FEMA has identified a current requirement for 55 generators: four (4) 201-400kW generators for Atlanta, GA; six (6) 201-400kW generators and two (2) 705kW->1mW generators for Frederick, MD; one (1) 401-704kW generator for Fort Worth, TX; six 201-400kW generators, two (2) 401-704kW generators, and three (3) 705 kW->1mW generators for Moffett, OK; three (3) 705kW->1mW generators for Hawaii; four (4) 101-200kW generators, six (6) 201-400kW generators, and three (3) 705kW->1mW generators for Guam; and three (3) 101-200kW generators, nine 201-400kW generators, one (1) 401-704kW generator, and two (2) 705kW->1mW generators for the Caribbean. Quantities are identified in yellow on the attached pricing spreadsheet. These quantities are based on current information available to the Contracting Officer, subject to change, and are not a guarantee. This Sources Sought Notice is issued for the purpose of market research only and the Government is in no way obligated to purchase any material as a result of this inquiry. The Government will NOT pay for any information submitted by respondents in response to this Sources Sought Notice. If a solicitation or solicitations would result, it/they would be synopsized on the FedBizOpps website and it would be the offeror's responsibility to monitor the FedBizOpps website for any such notices.
