Description
The proposed procurement is for an item within the Federal Supply Class of 6140. The subject requirement is for the acquisition of NSN 6140-01-490-5387. The solicitation will be issued as unrestricted. The quantity for this procurement is 1,170 each. Contractor First Article Testing (CFAT) is required. The CFAT requirements are listed below. Specifications, plans, and drawings are I/A/W NSN 6140-01-490-5387; the bidset is full and open. This acqusition will be solicited as FOB Destination with inspection and acceptance at Origin. The Governments required delivery is 300 days which includes CFAT. The solicitaion will be available on DIBBS on or about August 20, 2015. https://www.dibbs.bsm.dla.mil/rfp. The anticipated award date is 10/31/15. The Contracting Officer may utilize on-line Reverse Auctioning as a means of conducting price discussions under this solicitation. During the course of the on-line auction, offerors' proposed prices will be publicly disclosed to other offerors and anyone else having access to the on-line auction. The public disclosure is anonymous, meaning that each offer's identity will be concealed from other offerors (alhough it will be known to the Government), and only generic identifiers will be used publicly for each offeror's proposed pricing (e.g. "Offeror A"). By submitting a proposal in response to the solicitation, offerors agree to particpate in the Reverse Auction and that their prices may be publicly disclosed, including to other offerors, during the Reverse Auction. An offeror's final auction price will be considered it's final proposal revision. No price revisions will be accepted after the close of the Reverse Auction, unless the Contracting Officer decides further discussions are needed and final proposal revisions are again requested in accordance with FAR 15.307. While price may be a significant factor in evaluation of offers, the final award decision will be based on a combination of price, past performance, and proposed delivery. All responsible sources may submit a proposal which shall be considered by the agency. One or more of the items under this acquisition maybe subject to an Agreement on Governmnet Procurement approved and implemented in the United States by the Trade Agreements Act of 1979. All offers shall be in the English langauge and in U.S. dollars. All interested suppliers may submit an offer. Based on market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its soliciation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisy the Government's requirement with a commercial item within 15 days of this notice. CFAT Requirements: Days required for submitting test plan: 90 Days ARO, (After receipt of order) Days required for submitting test report: 15 calendar days (after test completion.) Days required for the government review: 15 Days after receipt.
