- This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. This notice is for planning purposes only and shall not be misunderstood as a Request for Proposal or a Request for Quotation or as an obligation on the part of The National Institute of Standards & Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this notice and NIST use of such information. The Material Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST) develops and maintains the scientific competencies necessary to provide the nation with a central basis for uniform physical measurements, measurement methodology, and measurement services fundamental to the processing, characterization, properties and performance of materials, and to other essential areas in materials science. As part of its mission, international activities are essential to promote the advancement of international standards and maintain relationships with NIST's sister institutions abroad. The Versailles Project on Advanced Materials and Standards (VAMAS) is one such activity. The purpose of VAMAS is to develop the technical basis for international standards through collaborative research. Another activity is the World Materials Institute Forum (WMRIF), a body of executive leadership from publically funded materials research institutes around the globe and national measurement institutes aimed at fostering better international communication and scientific collaboration. The NIST MML Director will assume the Presidency of the WMRIF and related Secretariat duties in 2015. NIST is also playing a key management role in the VAMAS program. The Government anticipates the need for a Contractor to provide professional services in analyzing international standards documentation, and providing support in the development of international standards. Additionally, the Government anticipates the need for a Contractor to provide professional services to organize and manage logistics for steering committee meetings, workshops, and general assembly meetings in support of NIST's participation in VAMAS and WMRIF. NIST is seeking responses from all responsible sources, including large, and small businesses. NIST has not made a determination whether this will be a small business set-aside. The small business size standard for the applicable NAICS code of 541690 is $15 million. Please include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then it is anticipated that any competitive procurement that results from this notice will be conducted as a small business set-aside. The following information is required to be provided as part of the response to this sources sought notice: 1. Any relevant documentation which demonstrates your company's overall capability with respect to working with technical international round robin testing programs, pre-standard test method development, and supporting various standard-setting bodies such as American Society for Testing and Materials (ASTM), International Standards Organization (ISO), and the Committee of European Normalization (CEN). 2. Relevant documentation which demonstrates your company's capability with respects to reviewing and commenting on technical reports on international standards development and analysis. 3. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of five (5) pages of letter size paper with single spacing. Responses must be received via email to susan.ruzicka@nist.gov not later than 14 August 2015, at 11:00 AM Eastern Time.
