- USACE Buffalo District anticipates releasing an Invitation for Bid (IFB) on or around 20-August-2015 for Lake Ontario Ecosystem Restoration. This is a presolicitation notice and is not an Invitation for Bid. Scope: This project is located in Greece, New York on the Lake Ontario shoreline. The scope of this project includes the construction of a barrier beach: 1) a 1,700-foot long continuous rubblemound breakwater spine, as a core for the beach, with two 180-foot long rubblemound terminal groins attached; 2) a 3 -acre headland beach; and 3) two 150-foot long headland rubblemound breakwaters. The beach will be pre-filled with approximately 35,000-cubic yards of sand. The sand used for fill material will consist of: 1) sand dredged from the bay; and 2) coarser sands obtained from an off-site commercial source. Included in this will be the planting of live stakes. The project will also include restoration measures within the emergent marsh located in the bank bay area. Approximately 9-acres of channels and potholes will be dredged and excavated. All material excavated to construct the channels and potholes will be retained on site and graded. An approximately 900-foot long low-profile stone "green breakwater" along with a 2.8 acre new emergent wetland will be constructed near the existing shoreline. Invasive plant species treatment, seeding and planting of native species is also included as part of the scope. The construction period is estimated to begin in January 2016 for the channeling and potholing, with barrier beach construction beginning in spring 2016, with completion in the fall of 2016. Final plantings and landscaping will occur in the spring of 2017. This is anticipated to be small business set-aside.
