- CONSTRUCTION OF STORAGE BUILDING - USDA NRCS PLANT MATERIAL CENTER, ELSBERRY, MISSOURI At this time, this Pre-Solicitation Notice/Synopsis does not constitute a Request for Proposal (RFP), Request for Quote (RFQ) or Invitation for Bid (IFB) nor does it restrict the Government to a final acquisition approach. Furthermore, the Government reserves the right to cancel this Pre-Solicitation Notice at any time. This notice provides details of an upcoming project prior to advertisement of the solicitation package. The Natural Resources Conservation Service (NRCS) intends to solicit for award of a Firm Fixed Price (FFP) contract to construct a storage building USDA NRCS Plant Material Center in Elsberry, Missouri. GENERAL DESCRIPTION: The proposed work includes the construction of a 60' x 80' pre-engineered building and site grading in the Plant Material Center. The building shall consist of metal frames with a concrete floor. The building shall include an 8' x 80' metal mezzanine with 4 overhead doors and two 36" wide entry doors. The building includes electrical requirements including an electrical connection to the building. The PMC is located approximately 1 mile south of Elsberry, Missouri in Lincoln County. The estimated magnitude of construction is between $100,000 and $250,000. One (1) Fixed-Price (FP) contract award shall be issued for the aggregate of all items to a Responsible Offeror with the Lowest Responsive Bid based on Solicitation/IFB requirements. Sealed Bid procedures shall apply per FAR Part 14. The solicitation package will be issued on or about Wednesday, August 19, 2015. A site visit will be publicized in the solicitation package. The NAICS code is 237990, Other Heavy and Civil Engineering Construction. The Small Business Standard Size for this NAICS is 36.5M. The Product Service Code is Y199. SET-ASIDE STATUS: 100% Total Small Business Set-Aside (Note: This construction requirement is reserved exclusively for small business participants only). Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All applicable Solicitation/IFB documents (including plans, maps, specifications, material requirements, etc.) shall be available for download at the FBO website under this posting.
