- Slides from May 19, 2015 Industry Day at NSOF Notice Type: Presolicitation Posted Date: 03/23/2015 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Environmental Satellite, Data, and Information Service (NESDIS) NAICS Code: 541330 Synopsis: This notice is not a request for quote, proposal or invitation for bid. The intent of this pre-solicitation synopsis is to provide notice of a proposed contract action. The U.S. Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division, Seattle, WA, on behalf of the National Environmental Satellite, Data and Information Service (NESDIS) intends to issue a solicitation for sustaining engineering and ground system engineering support for the NOAA Satellite Operations Facility (NSOF) located in Suitland, MD. The work will include support of two operational environmental satellite constellations (GOES and POES); provide sustaining engineering support of U.S. instruments on the METOP satellites; operational and ground system engineering support for Jason-2; configuration management of mission operational databases and products for all satellite constellations; and support for future operational environmental satellite programs. It is expected that this scope will increase over the life of the contract. Potential causes include the addition of new satellites and missions, architectural changes to existing satellites and ground systems, staffing changes within the government and other unforeseen changes to the nation's satellite fleet. The solicitation will be issued as a 100% small business set aside. The North American Industry Classification System (NAICS) Code for this acquisition is 541330, with a size standard of $38,500,000.00. The Government anticipates award of a single cost-plus-fixed-fee contract for a base year plus four (4) one-year option periods. The contract award date is anticipated to be no later than May 30, 2106. All responsible and fully responsive sources may submit an offer which will be considered by the Agency. Solicitation documents will be made available for download on or about September 14, 2015 at http://www.fedbizopps.gov. The estimated due date for proposals will be on or around October 19, 2015; however, the actual date offers are due will be stated within the solicitation documents. Paper copies of the solicitation will not be issued. Interested parties should use the FedBizOpps [Add To Watchlist] and [Add Me To Interested Vendors] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov. The Pre-Proposal event will provide Industry the opportunity to learn more about the NSOF, what mission we support and areas where Industry can contribute. NSOF Managers will provide an overview of the organization and long term procurement projections along with Acquisition strategies.
