It does not constitute a solicitation for offers. This RFI is not a request for proposals; therefore, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service. Respondents are solely responsible for all expenses associated with responding to this RFI and will not be paid for the information submitted. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified and portion marked. DO NOT SUBMIT CLASSIFIED INFORMATION. The Air Force will not be obligated to pursue any particular acquisition alternative as a result of this RFI. Responses to the RFI will become Government property and will not be returned. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents. DESCRIPTION The Air Force Research Laboratory, Space Vehicles Directorate, Battlespace Surveillance Innovation Branch (RVBY), Kirtland AFB, NM is seeking information to support its research and development (R&D) mission to advance atomic clocks for missions in space. The AFRL Strategic Atomic Navigation Devices and Systems (SANDS) program, seeks to advance space qualified atomic clocks through partnerships with industry. The SANDS portfolio is comprised of solid state inertial navigation instrumentation (i.e., accelerometers, gyroscopes and inertial measurement units) development, inertial navigation test and evaluation, radio frequency position, navigation and timing algorithm development and demonstration, and quantum (atom-based) timing and inertial navigation systems research and development. 3. OVERVIEW OF INTEREST A development effort is being considered to develop a space qualified atomic frequency standard (AFS) for satellite systems that require a high degree of synchronization (e.g., GPS). Technical responses are expected to demonstrate a detailed understanding of an AFS system that will meet the combination of metrics detailed below. The SANDS program is seeking statements of capabilities (SOC) and Rough Order of Magnitude (ROM) estimates in cost to address ALL of the technical areas detailed below. There may be several system concepts that could support the needed metrics so please clarify, if possible, which system concept aligns with the SOC. (SEE Attached PDF Document for the table) 3.1 Size, Weight, and Power The AFS should meet the following Size, Weight and Power goals: Size (Length, Width, Height) Weight [kg] Power [Watts] Objective 50 Liter (negotiable dimensions) 20 30 Traceable Goal 6 Liter (30 x 13 x 15 cm) 10 15 The "traceable" goal is required for the Preliminary Design Review (PDR) only and is not required for the demonstration prototypes. 3.2 Atomic Frequency Standard Performance. The AFS should meet the following time or frequency stabilities (SEE Attached PDF Document for the table) Measurement and Time Scale Threshold for Consideration Objective Traceable to 1 second Allan Deviation of fractional frequency <1E-12 <5E-13 <1E-13 1 day Allan Deviation of fractional frequency (drift removed) <4E-15 <2E-15 <1E-15 Residual Fractional Frequency Drift over 14 days <4E-15 <2E-15 <1E-15 Alternatively as Clock Accumulated time error after 1 day <0.7 ns <0.3 ns <0.1 ns Accumulated time error after 14 days <70 ns <35 ns <17 ns 3.3 Environmental Consideration The AFS must be capable of surviving harsh launch vehicle (i.e. EELV-like boosters) environments including high g-loads, vibration, and pyro-shock events in addition to the severe on-orbit thermal cycling. 3.4 Radiation Hardening The AFS shall be initially space radiation hardened with the objective of surviving a 2 year lifetime at Middle Earth Orbit (MEO). The traceable PDR design is envisioned as fully radiation hardened and survivable up to a 10 year lifetime at MEO. 4. REQUESTED RESPONSE, FORMAT, & SUBMISSION Interested businesses are requested to submit a SOC no later than 23 September 2015 at 1200 p.m. (NOON); Mountain Standard Time (MST). For each Technical Area of interest, please provide sufficient written information to indicate capacity and any other specific and pertinent information that will enhance this effort. Each submission must address items 1-8 listed below. 1. Company Name and Mailing Address 2. CAGE Code and DUNS Number 3. Respondent's technical and administrative POC, title, telephone number, and e-mail address. 4. Business Size Status (i.e. 8(a), HUBZone, woman-owned, Service Disabled Veteran-Owned, Small business, Large Business, Historically Black College/University). Also, indicate if entity is minority-serving institutions of higher education that meet the definition of "Covered Institution" as defined in 10 USC 2362 Covered Educational Institution is (1) an institution of higher education eligible for assistance under title III or IV of the Higher Education Act of 1965 (20 U.S.C. 1501 et seq); or (2) an accredited postsecondary minority institution.) 5. BRIEFING FOR INDUSTRY (BFI) Briefing for Industry Air Force Research Laboratory Space Vehicles Directorate Strategic Atomic Navigation Devices and Systems Advanced Atomic Clocks for Space The Air Force Research Laboratory Space Vehicles Directorate (AFRL/RV), Strategic, Atomic, and Navigation Devices and Systems (SANDS) team will host a Briefing for Industry (BFI) on August 20-21, 2015 at Kirtland AFB, NM. This event will provide a forum by which the SANDS team can communicate technologies of interest and facilitate industry collaboration by sharing specific information regarding AFRL initiatives to demonstrate an atomic clock space experiment in Middle Earth Orbit (MEO). This BFI will be held in conjunction with two other industry briefings (RFI-AFRL-RVBY-FY15-01 and RFI-AFRL-RVBY-FY15-06). The focus will be to share information with industry on recent progress in government-led efforts to develop next-generation clocks for space, present an overview of the plan to develop and deliver integrated PNT solutions, discuss program goals and objectives, and discuss opportunities for collaboration and partnering. AFRL is particularly interested in technologies traceable to space environments with potential to take advantage of existing and common industrial manufacturing capabilities for all atomic clock components. This is a meeting with Subject Matter Experts, the Program Manager, the Contracting Officer, the Contract Specialist, and a Small Business Representative. Time will be allotted for presentations from current technology principal investigators from JPL, NIST, and AFRL programs to introduce government approaches and facilitate teaming with the program leads. These presentations will be overviews at the Distribution D level only, non-proprietary, for introduction of potential technologies to be considered. Other information presented will be unclassified, but Distribution F. Attendees will be able to ask questions about the material presented in an open forum and submit written questions to the Contracting Officer about the material presented. Questions/comments deemed relevant by the Contracting Officer or the technical team will be addressed and posted for public viewing to the FedBizOpps website. Questions may also be submitted ahead of time via email by writing to afrl.rvbye.sandsprogram@us.af.mil with SUBJECT: "Space Clock RFI Question." An agenda is attached to this announcement. Event Attendance and One-on-Ones: The event will also include sidebar meetings between government and industry followed by government-only meetings, as needed. All contractors are welcome (limit 3 representatives per company). Meetings will be available on a first come, first serve basis. A wait list will be created when slots are full to allow for any cancellations. Sidebar meetings will be attended only by the contractor and government staff, so proprietary information may be discussed. The contractor may choose to exchange NDAs with other companies if their presence is requested during the sidebar meetings. Meetings are expected to be 30 minutes, but length of time allotted will be based on the number of requests received. Each meeting will be allotted an equal amount of time and strictly enforced. During sidebar meetings, presentations are requested to be on specific clock technologies rather than general company overviews. On request, arrangements will be made to allow for contractors to present information up to SECRET.
