Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-81 (10 April 2015). The solicitation number for this requirement is 0010667596. This requirement will be competed as Full and Open Competition under the associated North American Industry Classification System (NAICS) Code 541380, Testing Laboratories, which has a business size standard of $15,000,000.00. The Government contemplates the award of a Firm-Fixed-Price (FFP) purchase order with a base year plus two option years. This procurement is being conducted using the Simplified Acquisition Procedures authorized in FAR Part 13.5, Test Program for Certain Commercial Items. Contractor shall provide a price to perform the requirements of the attached Performance Work Statement (PWS) for each of the following CLIN items: CLIN 0001Drinking Water Sample Analysis - Base Year 1 JOB CLIN 0002Cost for Providing Accounting for Contract Services - Base Year CLIN 1001Drinking Water Sample Analysis - Option Year One 1 JOB CLIN 1002Cost for Providing Accounting for Contract Services - Option Year One CLIN 2001Drinking Water Sample Analysis - Option Year Two 1 JOB CLIN 2002Cost for Providing Accounting for Contract Services - Option Year Two See Performance Work Statement and Quality Assurance Surveillance Plan for contract requirement details. INSTRUCTIONS AND INFORMATION TO OFFERORS: Place of performance shall be at Contractor's location. The provision at FAR 52.212-2 - Evaluation -- Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest price technically acceptable (LPTA) process described in FAR 15.101-2 will be used, meaning the award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The technical evaluation will be a determination based on information furnished by the Contractor. See all attachments included with this solicitation for evaluation factors for basis of award. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions. In order to be considered technically acceptable, Contractor responses must provide: a.Detailed information showing that the Contractor is able to meet the performance requirements of the Performance Work Statement and evaluation factors of attachments; b.Unit prices for each of the unit types for the Base Ordering Period, and each of the two Option Ordering Periods; c.Examples of successful performance of the same or similar work previously; d.Point of contact name and contact information, company CAGE code, DUNS number, and TIN. Contractor is required to provide data on Contractor labor hours (including subcontractor labor hours) for performance of this contract IAW the PWS. The cost, if any, for providing this data shall be entered into the space provided at the corresponding CLINs 0002, 1002, and 2002. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). Partial quotes will not be evaluated by the Government.
