Description
THIS NOTICE CONSTITUTES AMENDMENT NO. 1 TO THE COMBINED SYNOPSIS/RFQ FOR MTI CORE FLIGHT EXECUTIVE AND CORE FLIGHT SYSTEM APPLICATION ENGINEERING SUPPORT. Companies shall acknowledge all amendment(s) in their quote. This notice serves as the official amendment to subject synopsis/RFQ and a written amendment will not be issued. The purpose of this amendment is to answer the following questions: 1. Could you please provide any more details, like a website, on the MSC SCENIC project? Not much information can be found on through a NASA search. MSC SCENIC Project is capability at NASA GRC that in providing space communications emulation, simulation, and analysis. There is no website at this time with more details about SCENIC. Understanding the SCENIC Project is not necessary for this procurement. However a priori knowledge of the previously procured MTI Advance Space Emulator Package is necessary to efficiently provide further updates such as, enable higher data rates, CCSDS protocol development, integration in the lab environment such as Qualnet, STK, Digital FPGA based space communications modems and federated databases. 2. Is a system deign document available for MSC SCENIC project - containing a system architecture and/or hardware configuration diagram and the SCENIC software size (lines of code)? There doesnt exist a specific SCENIC software but SCENIC is a capability that has an emulation/simulation environment to perform end-to-endspace and ground communications analysis with advance space communications protocols such as CCSDS Space Link Extension from emulated user spacecraft (MTI Advance Space Emulator) to user Mission Operations Centers (MTI Advance Space Emulator) via emulated and simulated NASA space communications networks and terrestrial networks. Therefore the Lines of Code (LOC) associated with SCENIC depends on the analysis being performed, software utilized and number of spacecraft emulated. The MTI Advance Space Emulator Package consists of 100Ks LOC. The package consists of multiple custom applications for emulating a spacecraft communications interface with commanding. 3. Is all the engineering support required on-site at NASA GRC and/or at the MTI System's office site near GRC? What work has to be done on-site? The continuation of maintenance support and integration requires on-site support at NASA GRC considering the highly specialized equipment that is included in the emulation string that is being integrated with the MTI Advanced Space Emulator to push higher data rates and protocol standardization. 4. Is this new work or an incumbent is already supporting the subject effort? Who is the incumbent, if any? This not new work but a further request for maintenance and support from MTI-Systems, in support of a previously procured MTI Advance Spacecraft Emulator. 5. Is prior knowledge of the SCENIC project required to provide the subject / SCENIC engineering support effort? No SCENIC project knowledge is required by a full understanding of the previously procured MTI Advance Spacecraft Emulator is required. 6. What is the project schedule for effectively providing the MSC SCENIC project engineering support to meet any milestones? There is no MSC SCENIC project engineering support required. 7. The RFO states on page 2, "Delivery to NASA Glenn Research Center.... is required within 5 days of receipt of order.? What delivery items are meant by / in this delivery? The engineering support efforts might take longer than 5 days There are no delivery items required by a continuation of software maintenance and support to continue previous efforts in place. 8. Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. Previous maintenance and support was provided to the government in the past, incorporated with the software suite under: a. Contract Number: GS-00F-007BA b. Order Number: NNC14DB10D 9. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government? This is not a new requirement for the government but continued support for the previous Order Number. The due date for responses is extended until August 10, 2015. Companies shall provide the information stated in the synopsis/RFQ posted on the NASA Acquisition Internet Service (NAIS) on [ENTER DATE]. Documents related to this procurement are available over the Internet. These documents reside on a World Wide Web (WWW) server which may be accessed using a WWW browser application.
