- 52.212-5 Components List This notice is a Notice of Intent (NOI). The Government intends to negotiate on a sole source basis with Beckman Coulter for the procurement of a 6 month Maintenance Agreement for Biomek FXP Dual Multichannel Span-8 Lab Equipment System. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP) and FAR 6.302 Circumstances permitting other than full and open competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83 July 02, 2015. The North American Industry Classification System (NAICS) code for this procurement is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $19 million. Beckman Coulter Inc. is other than small business for the code. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Beckman Coulter a one year, Total Plus Support Agreement for the following piece of scientific equipment and components: 1) Biomek FXP Dual Multichannel Span-8, serial number A318440129 (see attached list of components and their serial numbers). The equipment system is located in the BSL-3 facility. Access to the BSL-3 is limited and requires prior approval through the Department of Homeland Security. The period of performance is 09/06/2015 - 03/05/16 (6 months). The contractor is responsible to guarantee the requisite parts, inventory, technical expertise (including factory trained and certified service engineers), and availability for servicing in a timely manner. The agreement includes factory parts, on-site scheduled PMs, privileged call center entitlements and applications support for the instrumentation and software and preventative maintenance. The objective is to minimize downtime to allow the lab to perform critical daily experiments without disruption via Beckman Coulter instrumentation. Beckman Coulter is the manufacturer of the custom equipment system and originally integrated all of components into the system and into the BSL-3 laboratory environment. FOB: Destination The government intends to a firm fixed price purchase order to the responsible contractor as a result of this notice of intent will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
