- This is a notice of the government's intent to award a fixed price commercial items contract on a sole source basis to SafeTec Compliance Systems, 7700 NE Parkway Dr Ste 125, Vancouver, WA, 98662-6652.for SafeTec (M)SDS Management System annual subscriptions. This sole source is authorized under the authority of Federal Acquisition Regulation FAR 13.106-1(b)(1)(i). The SafeTec (M)SDS Management System is already installed and utilized at BEP and the system requires an annual subscription. No other software subscriptions exist that are compatible with the current system. Allowing procurement of different software would require BEP to re-procure an entirely new MSDS system, which would result in substantial duplication of costs that would not be recovered through competition. SafeTec owns the proprietary rights to the software and does not authorize any resellers. Therefore, Annual SafeTec (M)SDS Management System subscriptions must be purchased directly from SafeTec. This notice of intent is not a request for competitive quotes; however, interested parties may identify their interests and capability to respond to this requirement by 5:00PM EST on August 11, 2015 to Paul Garner via email at Paul.V.Garner@irs.gov. Responses must clearly demonstrate the interested party's capability to deliver all supplies and services in this requirement. Information received from this notice will be used solely to determine whether competitive procedures will be used. The government does not intend to release a formal solicitation unless it determines that competitive procedures will be used.
