STATEMENT OF WORK 4th Battalion, 3d US Infantry Regiment (The Old Guard) REFURBISHMENT OF HISTORIC WEAPONS 1. BACKGROUND: 1.1. Several months ago 4th Battalion, 3d Infantry Regiment (The Old Guard) began seeing trends across the unit of unmaintained and worn historical weapons, most significantly in Honor Guard Company (Echo company) and Commander in Chiefs' Guard (Alpha company). After conducting some research we found some purchase requests of previous services conducted to maintain or replace historic weapons. Maintaining the safe, professional, ceremonial appearance of these historical weapons is crucial in our mission representing the United States Army. 1.2. The 3d Infantry Regiment (The Old Guard) Regimental S4 internalized efforts to determine whether or not as a regiment it could support the refurbishment internally. There are three hindrances to this course of action: 1) current unit weapons specialists are untrained on the maintenance and refurbishment of historic weapons, 2) the unit does not have the funds or time to order the necessary bench stock of materials to refurbish and maintain these weapons as needed for immediate ceremonial mission support; 3) The Old Guard is not currently outfitted with the proper tools and equipment to conduct the maintenance and refurbishment of such weapons. Given these hindrances, it is essential to fund this contract in support of the service of these weapons in order to bring these weapons to a safe and presentable status in a timely manner. 1.3. Alpha Company's historic weapons are comprised of a mix of reproduction weapons (18th century) and original United States Government Issue (U.S.G.I) weapons. Reproduction muskets used at almost a daily basis are damaged to the extent that they cannot be used in any ceremony. U.S.G.I weapons from a broad range of manufacturers, with an acquisition date of over 15 years ago, fail to fire and hinder our operational ability. Alpha Company does not currently have a contract to keep up the cyclical or professional maintenance. 1.4. Alpha company uses the M1A1 Thompson, the M1919A6, and 1776 Brown Bess are used on a weekly bases to a wide audience of diplomat, military leaders, national politicians, and American citizens to demonstrate and showcase American Army history, prestige, and professionalism that The Old Guard is charged with upholding. 1.5. Honor Guard Company is the Official Escort Company to the President of the United States. Honor Guard Company conducts all Joint Service Ceremonies in and around Arlington National Cemetery and National Capital Region. Honor Guard Company is held to the highest standards in uniforms, marching, and preparation of equipment in order to present a flawless appearance to the Nation through outreach events and televised/photographed ceremonies. 1.6. The M-14 and the 1903-A3 Springfield are used in all ceremonies that require a marching platoon, weapons cordon, an Army Color Guard, or Joint Service Color Guard. On average the Company conducts over 1400 of these type of ceremonies in one year usually located in Arlington National Cemetery, the Pentagon, the US Capitol, the White House, and other prominent memorials and significant locations throughout the National Capital Region. Equipping Honor Guard Company with 33 new M-14 C-stocks and 12 new 1903-A3 Springfield's, they can continue to flawlessly showcase themselves on the national stage. 2. OBJECTIVE: 2.1. The aim of this project is to fully refurbish select historic weapons from Alpha Company, 4/3 U.S. Infantry (The Old Guard) and Honor Guard Company 4/3 U.S. Infantry (The Old Guard). This contract will refurbish 29 1776 Brown Bess Musket, one M1A1 Thompson, one M1919A6, to a quote mark like new quote mark firing condition and improve safety. It will also restore 33 M-14 rifles and 12 1903-A3 Springfield rifles to a quote mark like new quote mark appearance. 2.2. Refurbishing the 1776 Brown Bess Musket will increase Soldier safety. Many of the muskets currently have broken stocks, missing parts and corrosion that may compromise the integrity of the weapons during firing. Moreover, a lack of familiarity with the Muskets internal operations and amateur field expedient repairs limit the ability of Alpha Company to satisfactorily inspect and repair the weapons for safe operations. Refurbishing these weapons to a quote mark like new quote mark condition by trained gunsmiths will reestablish that the weapons are safe to use. 2.3. Refurbishing the M1A1 Thompson and M1919A6 will increase Alpha Company's ability to perform in events such as Twilight Tattoo and Spirit of America. When key scenes in ceremonies and special events require a weapon to fire, mechanical deficiencies and inoperable weapons often fail to deliver the desired results. Refurbishing these weapons to a quote mark like new quote mark condition will ensure that each weapons fires when needed. 2.4. Refurbishing 33 M-14 and the 12 1903-A3 to bring Honor Guard Company to a fully mission capable historic weapon equipment status in order to support the ongoing mission requirements within and beyond the National Capital Region. 3. REQUIREMENTS: 3.1. Scope. 3.1.1. The Contractor shall conduct an assessment no later than two weeks after the contract is awarded. The Contractor will prioritize all muskets from worst to best condition, beginning work on the worst weapons first. Work will begin no later than one month after the contract is awarded. 3.1.2. The contractor shall begin work on the M1A1 Thompson and M1919A6 following the Twilight Tattoo season on or about 20 August 2015. 3.1.3. The Contractor must complete the work no later than 01 November 2015. 3.1.4. No more than 8 of the 1776 Brown Bess Muskets may be drawn out at a time in order to limit the impact on ongoing ceremonies and special events. 3.1.5. The Contractor shall be responsible for completely refurbishing 31 historic and U.S.G.I. weapons to a quote mark like new quote mark firing condition. 3.2. Tasks. 3.2.1. The Contractor shall provide all transportation costs and needed materials for transportation. 3.2.2. Model 1776 Brown Bess Musket (.75 Caliber): These are Pedersoli replica weapons of unknown date. Each (total of 29) will be refurbished to a quote mark like new quote mark firing condition and appearance to include: 3.2.2.1. Equipment Requirements: 1. Davide Pedersoli model Brown Bess quote mark GRICE quote mark wooden stock 2. Ramrod for Davide Pedersoli model Brown Bess quote mark GRICE quote mark musket. 42 quote mark length,.274 quote mark 3. shaft, tulip head, 10-32 male threads, steel 4. Sear spring for Davide Pedersoli model Brown Bess quote mark GRICE quote mark musket 5. Wood screw Davide Pedersoli model Brown Bess quote mark GRICE quote mark musket butt plate. Oval head #10 x 1 quote mark, unplated steel 6. Mainspring for Davide Pedersoli model Brown Bess quote mark GRICE quote mark musket 7. Flint Flash Guard, unmarked, brass 8. Steel Dowel Pin, 3/32 quote mark diameter, 1-1/2 quote mark, hardened 3.2.2.2. Return metal surfaces to quote mark Armory Bright quote mark condition and Seal bright work 3.2.2.3. Apply urethane finish to stocks, three coats 3.2.2.4. Complete cleaning of weapon (to include removal of lock plate) to ensure fouling and rust removal 3.2.2.5. Gunsmith inspection of firing system to ensure firing capabilities 3.2.3. U.S. Sub-Machine Gun M1A1 (.45 Caliber): This is an original Auto Ordnance Thompson SMG that will be refurbished to a quote mark like new quote mark condition to include: 3.2.3.1. Thread barrel in order to outfit weapon with blank firing attachment (BFA) Purchase and install a BFA that will allow the weapon to fire blank.45 ACP rounds 3.2.3.2. Gunsmith inspection of firing system to ensure firing capabilities 3.2.3.2. Weapon lubricated to improve firing performance 3.2.4. U.S. Rifle, Automatic M1919A6 (.30 Caliber): This is an original Saginaw LMG that shall be refurbished to a quote mark like new quote mark condition to include: 3.2.4.1. Reparkerize all metal surfaces 3.2.4.2. Replace missing parts as needed 3.2.4.3. Complete cleaning of weapon to ensure fouling and rust removal 3.2.4.4. Gunsmith inspection of firing system to ensure firing capability 3.2.4.5. Weapon lubricated to improve firing performance 3.2.5. 33 M-14 Ceremonial stocks 3.2.5.1. Equipment Requirements: 1. Thirty-three (33) M-14 Ceremonial Stocks 2. Purchase (33) M1A rear swivels, 3. (33) butt plate machine screws, 4. (33) buttplate wood screws, 5. (33) front swivels, 6. (66) front swivel rivets, 7. (66) front swivel washers, 8. (33) M1A stock Ferruls, 9. (33) steel buttplate assembly, 10. (33) M1A stock liners, 11. (66) stock liner screws. 3.2.5.2. Cut and blend grip from trigger guard to buttplate and install stock liner 3.2.5.3. Install all hardware onto stock 3.2.6. Twelve (12) 1903-A3 Springfield Stocks 3.2.6.1. Equipment Requirements Purchase 1. (12) quote mark straight quote mark stock type 11 with recoil bolts. Used by Remington and Smith - Corona on original production rifles and as field replacement stocks in the post war years. GI Unissued condition. Complete with hand guard. 2. Purchase (12) 1903A3 late pattern - both bands with screws and swivels, band spring, butt swivel and screws, milled buttplate and screws. 3. Purchase (12) 1903A3 Springfield Trigger Guard brand new 4. Purchase (12) Springfield 1903-A3 Trigger Guard screw rear 5. Purchase (12) Springfield 1903-A3 Trigger Guard screw front 3.2.6.2. Modifications to stock and handguard as necessary in order to assemble finished metal hardware 3.2.6.3. Chrome all metal hardware 3.2.6.4. Install all metal hardware onto stock after chroming 3.2.6.5. Sand, stain, and finish all stocks 4.0 GOVERNMENT FURNISHED INFORMATION AND EQUIPMENT 4.1 Historic Weapons 4.1.1 The Contractor will be able to take 10 historic weapons from Alpha Company arms room to the Contractor's off-site location at any time during normal duty hours. The Contractor will coordinate with the Alpha Company Executive Officer and Supply Sergeant to ensure all paperwork is completed in order for weapons to be released to Contractor for refurbishment. The Contractor will also coordinate with the Alpha Company Executive Officer and Supply Sergeant prior to returning all weapons to Joint Base Myer- Henderson Hall. 4.1.2The Contractor will be able to take 10 historic weapons from the H Echo Company arms room to the Contractor's off-site location at any time during normal duty hours. The Contractor will coordinate with the Echo Company Executive Officer and Supply Sergeant to ensure all paperwork is completed in order for weapons to be released to Contractor for refurbishment. The Contractor will also coordinate with the Echo Company Executive Officer and Supply Sergeant prior to returning all weapons to Joint Base Myer- Henderson Hall 4.1.3. The Contractor will be able to return weapons to Joint Base Myer- Henderson Hall in order to test fire weapons after completion of maintenance and refurbishment if a suitable range off-site is not available. Weapons will be test fired with blank rounds only. The Contractor will coordinate with the Alpha Company Executive Officer to bring the weapon on the Joint Base Myer- Henderson Hall for test firing. The Contractor will be escorted by either the Alpha Company Executive Officer, Supply Sergeant or Armorer during the test fire. 4.2 Arms Room 4.2.1The Contractor will be able to access the Alpha Company and Echo Company arms room at any time during normal duty hours. However, the Contractor must arrange all visits to the arms room with the Alpha Company Executive Officer and Supply Sergeant. The Contractor will be accompanied at all times by the Alpha Company Armorer while in the arms room. While visiting the arms room the Armorer will be available to answer any questions for the Contractor. 5.0DELIVERY REQUIREMENTS 5.1The Contractor shall provide bi-weekly progress reports to the Alpha Company Executive Officer on the status of weapon refurbishment. 5.2The Contractor shall return each historic weapon in a quote mark like new quote mark condition having completed all stated refurbishments. When returning the weapons, the Contractor will provide a by weapon report on all maintenance, refurbishments and replacement of parts. The Alpha Company Executive Officer, Supply Sergeant and Armor will inspect all weapons with the Contractor upon delivery. 6.0PERIOD OF PERFORMANCE 6.1Project Initiation Date: Date of Award 6.2 Project Completion Date: NLT 01 November 2015
