- THIS IS NOT A SOLICITATION NOTICE This is a market survey for information and planning purposes only. This Sources Sought/Request for Information (RFI) serves to improve the understanding of Government requirements and industry capabilities regarding the development and implementation of a non-critical Reusable Medical Equipment (RME) Cleaning program. The RFI allows potential offerors to judge whether or not the Government's requirements can be satisfied within offerors' capabilities. North American Industry Classification System (NAICS) code: 811219. BACKGROUND The Orlando Veteran Affairs Medical has a requirement for the development and implementation of a station wide non-critical Reusable Medical Equipment Cleaning Program per OVAMC Policy No. 00Q-16 standards. The place of performance for this requirement will be at the following locations: 1)Orlando VAMC - Lake Nona 13800 Veterans Way Orlando, FL 32832 2)Orlando VAMC - Lake Baldwin 5201 Raymond St. Orlando, FL 32803 Services provided shall be all inclusive of all licenses/permits, insurance, materials, parts, labor and any equipment that is required to remove, transportation, repair, delivery, re-install and secure equipment, and perform function test to satisfying the requirement as stated in the statement of work. Anticipated performance period is Sep 15, 2015 thru Sep 14, 2016 with 4 option years. SMALL BUSINESS DETERMINATION In order for the Government to set aside any acquisition for Small Business there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at a fair market price. Total set-asides cannot be made unless such a reasonable expectation exists. The Government believes that it is mutually beneficial to determine the capability of offerors eligible for set-asides early in the procurement process in order to preclude the need for a modification of the acquisition strategy later. Your response will assist greatly in the formulation of an acquisition strategy that maximizes the participation of service-disabled veteran-owned small business concerns. Statement of Objective Non Critical Reusable Medical Equipment Cleaning Program 1.Purpose: The purpose of the Statement of Objectives (SOO) is to establish a standardized process for the cleaning and disinfection of non-critical, reusable medical equipment used in the Orlando VA Medical Center. The facilities included within this requirement are the Lake Baldwin Campus and Lake Nona Hospital. 2.Scope: The contractor will provide the deep cleaning and disinfection services for the non-critical reusable medical equipment at the Orlando VA Medical Center to include but not limited to the following: "Project Assessment and Planning The contractor will analyze the facility to determine a schedule and proposed plan. The contractor will also conduct meetings with Department Leaders for seamless integration of services. "Equipment pick-up and delivery Contractor technicians will assist in equipment pick-up and delivery as needed. "Safety / Functionality Inspection The contractors' team should be trained on a regular basis on the proper methodology to handle the rolling stock equipment. All pieces will be thoroughly checked for proper working and movement procedures. Equipment found to be unsuitable for return to service is clearly marked and put aside for further inspection. "Quality assurance check and reporting The contractors' equipment database should contain a "flagged" item checkpoint that is used in conjunction with a Safety and Functionality Inspection. Items that do not pass will be tagged and denoted in the contractors' Equipment Database. At the conclusion of the project day, the daily report will include any flagged items. These items will also be included in the final project report. "Disinfection The contractor will use a Medical Center approved disinfectants for all surfaces of the equipment. Material Safety Data Sheets for all chemicals will be available upon request. "Replacement Casters Equipment such as IV poles and Over-the-Bed Tables utilize dual wheeled plastic casters. The contractor will on an as needed basis, replace these plastic casters for brand new casters. Replaced casters are discarded at the end of the day "Rubber Tips Equipment such as foot stands, chairs and walkers utilize rubber tips. The contractor on an as needed basis replaces these rubber tips for brand new tips. Replaced rubber tips are discarded at the end of the day. "ID Bands & Markers ID bands are used to tag the equipment to be cleaned to ensure that it is returned to the right department and area of that department. "Identification Unique barcodes are placed on all equipment processed. Make, model, serial number and action performed are recorded. Once the equipment is processed, it also receives a sticker indicating the month of last service "Reports The contractor will provide the facility with mission critical reports weekly. Reports included are: Facility Inventory, Departmental Inventory, and Equipment Maintenance History "ATP Reports The contractor will provide ATP testing on a sample of equipment to demonstrate the efficacy of the program and to demonstrate data collection of the results. 3.Period and place of performance: The place of performance for this requirement will be at the following locations: 3)Orlando VAMC - Lake Nona 13800 Veterans Way Orlando, FL 32832 4)Orlando VAMC - Lake Baldwin 5201 Raymond St. Orlando, FL 32803 Period of Performance will be September 15, 2015 - September 14, 2016. There will be four (4) option years that could extend the term of the contract until September 14, 2020. 4.Background: In accordance with existing infection prevention and control polices, Non-Critical reusable medical equipment (NCRME) is cleaned by staff according to manufacturers' instructions and local guidelines/procedures. With the anticipated growth into the Lake Nona facility within the Orlando VAMC there is an increased need to establish a standardized process for the cleaning and disinfection of non-critical, reusable medical equipment used in the Medical Center. 5.Performance objectives: On-site Reusable Medical Equipment Cleaning Program The contractor will plan, develop and implement an Equipment Management Program tailored to our facility's specific needs in accordance with Orlando VA Medical Center Policy No. 00-Q16 (found in Section D.) Including but not limited to the following. "Patient Care Equipment will be cleaned and disinfected "Equipment will be inspected to ensure that it is functioning properly. "Minor adjustments, such as tightening of screws, bolts and rails, will be made at time of Cleaning. "Wheels and reinforced rubber tips for IV poles, stands and other similar equipment will be replaced as needed. "Equipment requiring replacement of parts or extensive repair will be identified and separated from the group. "ATP testing will be completed and reported on a sample of equipment. "A monthly detailed listing and report of the equipment serviced. "The contractor will provide the documentation we need for internal and external audits & Inspections. "The contractor will work the hours that are necessary with the goal of minimizing equipment down time. 6.Operating constraints: There are no operating constraints identified by the Orlando VAMC staff.
