Description
This Request for Information (RFI) is for rotary wing service within Afghanistan. There is no solicitation package available at this time. USTRANSCOM/TCAQ-R is seeking four (4) heavy lift rotary wing aircraft that are able to provide airlift services capable of flying an estimated 150 hours per aircraft per month in Afghanistan. The Government anticipates the contractor will have four aircraft positioned at one location. Missions will take place to destinations throughout Afghanistan. Contractor must be DoD CARB Approved and aircraft must operate on FAA 135 and 133 certificate or CAA equivalent. Desired aircraft must be capable of transporting cargo, passengers (pax), or a combination of cargo and pax. Cargo may consist of CLASS I (Food and Water), CLASS II (General Supplies), CLASS III (Fuel), CLASS IV (Construction Materials), CLASS V (Ammunition-small arms only), CLASS VI (AAFES supplies), CLASS VII (Major End Items), CLASS VIII (Medical Supplies), CLASS IX (Repair Parts), or CLASS X (non-military goods such as humanitarian assistance items). The cargo will be configured for loading inside the cabin of the aircraft or prepared for slingload delivery. The contractor must be prepared to accept cargo in either configuration; internal or slingload. Please provide responses for the following: 1. Please list all aircraft in your fleet fitting the above requirements and the aircraft must be capable of performing at each of the following minimum requirements individually - 12 passengers and baggage (planning weight of 300 lbs for each pax and one bag) and cargo for a minimum internal load of 5,000 pounds at Mean Sea Level (MSL). Carrier must also be able to move cargo only with a minimum payload of 5,000 pounds at MSL. At 7,000 ft PA, 20 degrees Celsius, the minimum payload requirement is 3,000 lbs. 2. Is there a lightweight, Level III (7.62mm and 5.56mm) Ballistic Protection System commercially available that would still allow aircraft to meet minimum requirements specified above? If so, what is the cost of modify the aircraft to add this capability? Please provide the estimated time for obtaining any STCs required for the conversion? Protection at a minimum shall cover the floor of the aircraft (both the cabin and cockpit areas). The BPS shall extend a minimum of 2 feet past the last row of passenger seats or to the rear bulk head/rear wall if this is less than 2 feet away from the last row of seats 3. Do you currently have unsecure, Over the Horizon (OTH) comms capability to facilitate positive mission control of the aircraft and to immediately report aircraft incidents (downed aircraft) and mission requests (deviations, fuel/passenger requests, and coordination/control)? Is this standard equipment in commercial aircraft or would this be an additional requirement? If this is an additional requirement, what is the cost to add this capability? All interested parties should respond with rotary wing type and capacity that is currently available that would justify the source's qualifications to perform this task. At this time, USTRANSCOM is NOT looking for proposals. NO SOLICITATION EXISTS AT THIS TIME. This RFI does not constitute an Invitation for Bids, Request for Proposals, nor a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited.
