Description
Market Survey NSN -3040004022547 Approved Source: NAVISTAR DEFENSE LLC DBA (338X5) P/N 3792595C91 AMC 3. Acquire, for the second or subsequent time, directly from the manufacturer. AMSC C. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s) require acquisition of the part from the approved source(s). The approved source(s) retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity's procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application. If one source is approved, AMCs 3, 4, or 5 are valid. If at least two sources are approved or if data is adequate for an alternate source to qualify in accordance with the design control activity's procedures, AMCs 1 or 2 are valid. This is a restricted source item manufactured to the OEM drawing(s) cited herein and as of the date of this solicitation only the source cited has been prequalified to manufacture the item. Offers based on supplying other manufacturer's parts shall be accompanied by technical and other data sufficient to evaluate the item for the intended application as per DLAI 3200.1, Encl 6. Said evaluation may take an extended period of time and may therefore be applicable to future procurements. Final approval authority rest with the government design control activity. This item has technical data some or all of which is subject to Export-control regulations. Distribution of the technical data and eligibility for award are limited to those suppliers qualified through JCP certification, or to those licensed by either the Departments of state or commerce; or to foreign suppliers pursuant to International agreements. The item described in this solicitation is defined in whole or in part by Army drawing(s). These drawing(s) may contain a paint finishing requirement. Where such requirements are specified, use DCSC drawing 16236 cs-2300-0001 in lieu of finish requirements of the Army drawing(s). This drawing contains specifications for chemical agent resistant coatings (CARC), and additional information relating to high temperature coatings. Please review the NSN listed above and provide any sources that may be able to manufacture these items. The only approved source for this NSN is currently listed above. All information may be submitted directly to the Contract Specialist, Robert Cooper at Robert.M.Cooper@dla.mil. This information must be provided by the response date indicated above. Should a company wish to be reviewed and qualified as an "Approved Source", they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring. For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process. http://www.landandmaritime.dla.mil/programs/altofferor/ Thank you in advance for your assistance.
