Limited-Sources Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote (RFQ) number is PR-0025999 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 333314 - Optical Instrument and Lens Manufacturing; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-83. This requirement will be awarded on an all or none basis as a commercial item, fixed-price purchase order under the procedures in FAR Parts 12 and 13. Under the FBI's Explosives characterization research and testing efforts, Element 2 (Homemade Explosives Synthesis and Characterization) specifically identifies "safety and characterization testing" as a task to be performed and documented as part of the explosives characterization research effort. Observation of the synthesized material is necessary to quickly determine if the desired chemical has been synthesized. The Leica S8 APO Stereozoom Microscope is required for observation, which also allows photographing of the process for drafting of standard operating procedures (SOP) for the synthesis of explosive materials. The FBI has a requirement to purchase two (2) Leica S8 APO Stereozoom Microscopes. The Agency caseload requiring in-depth visual inspection and comparison photography of explosives, explosive residues, chemical precursors, and device components of Improvised Explosive Devices (IEDs) has risen sharply, necessitating the purchase of additional microscopes that will be located at the new FBI Facility in Huntsville, AL. The Leica stereomicroscopes are the only ones compatible with the current agency inventory of Leica stereomicroscopes already in use. The specificity for the Leica microscopes is the three-dimensional imaging capability required enhance descriptions of complex mixtures most commonly observed in improvised explosives. The FBI maintains an internal network on which images are stored on and compared. By alternating equipment, compatibility would not be possible. Procuring the new microscope will ensure continuity of operations, provide for a seamless transition, prevent excessive lack-of-compatibility costs, comply with current and future requirements, and enhance agency capabilities. The Leica stereomicroscope is the only microscope that will meet the needs of the FBI. FOB Origin: FBI TEDAC Huntsville, 4940 Fowler Road, Redstone Arsenal, AL 35898. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor.
