Description
The U. S. Army Contracting Command, Tenant Division, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Humanetics Innovative Solutions, Inc, 47460 Galleon Drive, Plymouth MI 48170-2467. Contractor shall provide the following maintenance, repair and parts for the Anthropomorphic Test Device: Calibration of load cells and accelerometers on a yearly rotation or as needed basis. Repair of damaged load cells, accelerometers and Anthropomorphic Test Device parts. Supply replacement of ATDs, load cells, accelerometers and Anthropomorphic Test Device parts. The ATDs require unique support in replacement parts and calibration of instrumentation used to represent specific areas of a human body. Crash test dummies are full scale ATDs that simulate the dimensions, weight proportions and articulation of the human body, and are usually instrumented to record data about the dynamic behavior of the ATD in simulated vehicle impacts. This data can include variables such as velocity of impact, crushing force, bending, folding, or torque of the body, and deceleration rates during a vehicle collision. They remain indispensable in the development of and ergonomics in all types of vehicles. The high capacity load cell in the lumbar spine is a specialty and proprietary part owned by Humanetics Innovate Solutions. The high capacity load cell is required in live fire testing due to the nature of military vehicle test because of the high level of vertical axis stress on the ATD. The enhanced tibia leg assembly is another specialty and proprietary part owned by Humanetics Innovate Solutions. Award to another contractor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency's requirements. The North American Industry Classification System (NAICS) for this requirement is 334515 and the size standard is 500 Employees. Interested persons may identify their interest, in writing, to the Government point of contact. Responses to this notice must be received no later than 2:30 PM, Eastern Standard Time, 11 August 2015. This notice of intent is not a request for competitive proposals or a solicitation of offers.
