- Seeking Written Feedback on a Pending Procurement Prior to Issuing a Formal Advertisement and Solicitation for Offers Market Information Only USDA ARS Subtropical Horticultural Research Station 13601 Old Cutler Road, Miami FL, 33158 •1.0 Description 1.1 In accordance with Federal Acquisition Regulation Part 15.201, the USDA ARS Subtropical Horticultural Research Station is seeking written market feedback from potential sources for the repairs of four buildings on location for potential housing and office space for visiting scientists. 1.2 The four buildings requiring repairs consist of building 14 (1,896 sq. feet), building 15 (1,896 sq. feet), building 23 (494 sq. feet), and building 36 (1,083 sq. feet). Each building was built in the early 1920's and 1930's. Originally, these buildings served as officer quarters and offices during the sites early days of development, but were later used by USDA ARS staff as needed. 1.3 Interested parties responding to this Request for Information must be prepared to offer estimates of what is required to repair the house to make it habitable, All potential building renovations must meet all current applicable Federal, state, and local government building codes and regulations. Site visits will be scheduled for interested contractors. 1.4 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the USDA ARS is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The mission of the Subtropical Horticulture Research Station (SHRS) is to support the agricultural industries in the southern areas of the United States by providing environmentally sound research on: (1) the genetics of tropical and subtropical fruit and ornamental crops; (2) the interdiction and control/eradication of exotic plant insect pests; and (3) developing a potting mix from construction debris, biosolids, and organic composts with improved water holding and ion exchange capacities to reduce the quantity and improve the quality of wastewater from nursery irrigation operations. 2.1 The Miami SHRS site contain ins 42 buildings on approximately 212 acres that are fully owned by USDA ARS. The mission of the Subtropical Horticulture Research Station (SHRS) is to support the agricultural industries in the southern areas of the United States by providing environmentally sound research. 2.2 The majority of the buildings on the site are occupied by ARS; however, several are occupied by tenants such as USDA Animal and Plant Health Inspection Services (APHIS), the US Department of Homeland Security (DHS), and the State of Florida via leasing agreements. Building 89 is the main and largest building on the site accounting for 86% of the total ARS facility energy consumption of the site and the main focus of our evaluation. The facility houses approximately 90 scientists and staff. The core hours of the facility are from 6 a.m. to 6 p.m. during the week; however, due to the on-going research eff01ts, occupancy regularly extends into the evenings and weekends. 3.0 Request for Written Information for Written Feedback on the following 3.1 Feasibility of bringing residences to livable standards 3.2 Feasibility of costs and availability of materials 3.3 Tradeoffs associated with different alternatives.
