Statement of Work / Specification U.S. COAST GUARD IDIQ 225-FT SEAGOING BUOY TENDER (225-WLB)- THRUSTER SYSTEM GROOM AND ASSESSMENTS, REV-4, DATED 19 JUNE 2015 PRE-SOLICITATION NOTICE: THRUSTER GROOM AND ASSESSMENT FOR SEAGOING BUOY TENDER (225 WLB) The U.S. Coast Guard Surface Forces Logistics Center, Ice Breaker, Buoy and Construction Tender Product Line (USCG-SFLC-IBCT) contracting and procurement office intends to issue a solicitation to improve the system reliability of the Machinery Plant Control and Monitoring System (MPCMS) installed onboard the 225-ft JUNIPER Class WLB Seagoing Buoy Tender (225 WLB) class. These efforts include system improvements, component replacements, upgrades, and additional maintenance support for the MPCMS system, components, and related subsystems. It is anticipated that a requirements type contract with one base year and four option years will be awarded as a result of the solicitation. In support of these efforts, the USCG-SFLC-IBCT requires technical support for thruster system grooms and assessments in accordance with Original Equipment Manufacturer (OEM) guidance and directions issued by USCG-SFLC-IBCT. OEM is BIS Automation, Inc. The intent of these grooms and assessments is to provide repair and maintenance of the bow and stern thruster motor variable speed drives and related subsystems onboard seagoing buoy tenders (WLB) involving various equipment and processes. The total number of installed bow and stern thruster motor variable speed drives for this procurement is thirty two each on sixteen separate JUNIPER Class buoy tenders. At a minimum, the Government will require sixteen grooms' onboard cutters, associated circuit card and equipment services, remote troubleshooting, telephone support, and associated reports as outlined below. Additional services may be required in the support of repairs, on-site technical troubleshooting, offsite / remote troubleshooting (telephone, email), and additional grooms due to planned maintenance and/or unplanned casualty response. These services will be determined by the Contracting Officer's Representative (COR) and approved by the Contracting Officer (KO) on an "as-needed" basis. The Government may elect to activate any combination of optional items (within the scope of the groom) as necessary to meet required support. Should the system be altered due to component obsolescence or other reasons approved by the Government, provide updates to technical manuals and drawings to document the changes. The quality of such changes shall be no less than that of the affected OEM technical manual or drawing before the update. The solicitation will be issued on a sole source basis and it is the Government's intent to negotiate solely with BIS Automation, Inc. All work is required to be performed in accordance with OEM specification, standards and recommended overhaul procedures for the specific DSD-412 Drive system. Technical data and/or drawings pertaining to Magnetek Thruster motor parts and services are proprietary and not available for release to the public. The non availability of technical data precludes the Coast Guard from obtaining competition. It is anticipated the solicitation will be posted by approximately August 15, 2015. It is the contractor's responsibility to monitor FedBizOpps on a regular basis for release of the solicitation and any amendments that are issued.
