Brand-Name Justification & Approval Solicitation: FBI-15-PR-0022071 Title: EnCase Forensic v7 Software Premium Site License renewal one-year term Classification Code: 70 - ADP Equipment Software, Supplies and Support Equip NAICS: 334 - Computer and Electronic Product Manufacturing / 334614 - Software and Other Prerecorded Compact Disc, Tape, and Record Reproducing _________________________________________________________ Synopsis: PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 utilizing Simplified Acquisition Procedures per FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number FBI-15-PR-0022071. The NAICS code for this requirement is 511210 Software Publishers. The size standard is 750 employees. This is a brand-name solicitation for the following items listed below; the resulting contract will be a firm-fixed price purchase order. A copy of the brand-name justification is provided with this announcement. 1. EnCase Forensic - Premium Site License - Per Investigator - 1 yr Term**TRUSTED PRODUCT** Manufacturer: Guidance Software Part Number: 135010217 Quantity: 450 Key Features • Designed to capture evidence directly from EnCase Forensic iPhone, iPad, Blackberry and Android devices • Rapidly acquire data from the widest variety of devices • Unearth potential evidence with disk-level forensic analysis • Produce comprehensive reports on your findings • Maintain the integrity of your evidence in a format the courts have come to trust • Period of performance for license will be September 4, 2015 to September 3, 2016 Shipping Instructions: Shipping under this requirement shall be FOB destination. Items to be delivered to Quantico, VA. This is a sole-source announcement for brand name items listed herein under the authority of FAR 6.302-1(c), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Responses shall be submitted via electronic submission to Larry Gillman at larry.gillman@ic.fbi.gov. The due date for responses to this RFQ is on or before August 26, 2015 at 11:00 AM Easter Time. Responses must be marked as follows: "RFQ# FBI-15-PR-0022071." All questions regarding this requirement must be submitted to Larry Gillman via email. All questions must be submitted electronically to the Contracting Officer, questions will be taken up until August 20, 2015. Responses will be posted on weekly basis as amendments to this solicitation on Friday of each week questions are submitted. Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 90 DAYS. Small Business Accelerated Payment The Contractor must indicate his business size on each invoice to assist the payment office in determining eligibility for accelerated payment in accordance with OMB Memo M-11-32, "Accelerating Payments to Small Businesses for Goods and Services," dated 10/14/2011. The Prompt Payment Act still applies to this action, however, the agency will make best efforts to pay proper invoices within 15 days. System for Award Management (SAM) Requirement Ensure your firm is registered in System for Award Management (SAM) - All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. In addition, the FBI will be using a new financial system on 10/01/2013 that has a direct interface with the SAM. If any current FBI vendor data conflicts with SAM Data, the information contained in SAM may override our current information on 10/01/2015. Please ensure that your company's SAM information updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. If the contractor does not maintain an active registration in SAM payments will be held until registration is reactivated. The FBI is not responsible for prompt payment penalties or delays in payment processing due to inaccurate or outdated information in SAM
