- Sources Sought Synopsis LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Intent to sole-source purchase of NSN - 5998-01-623-1130GC, Noun- System Interface Unit (SIU), NSN - 5998-01-623-1136GC, Noun - Altitude Hover Hold Stabilization (AHHS) Control Panel (ACP), and NSN 6610-01-502-3057GC, Noun - Symbol Generator Repeater. SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the NSN - 5998-01-623-1130GC, Noun - System Interface Unit (SIU), P/N - 3201-0103-103-1, NSN - 5998-01-623-1136GC, Noun - Altitude Hover Hold Stabilization (AHHS) Control Panel (ACP), P/N 3201-0002-03-1 and NSN 6610-01-502-3057GC, Noun - Symbol Generator Repeater, P/N - 2670-0020-030-1 ITEM DESCRIPTION: NSN - 5998-01-623-1130GC - The SIU is a component of the IAHSS used on the HH-60G aircraft. It provides 115 VAC and 28 VDC filtering, accepts barometric and radar altimeter data, as well as velocity, collective trim data, cyclic zero data, aircraft attitude data, computer interface, system control unit interface, forward relay unit interface and provides trim drive voltages. NSN - 5998-01-623-1136GC - The AHHS was developed by DRS and installed on the HH-60G aircraft in the early 1990s. Its primary mission was to reduce pilot workload during reduced visibility conditions, especially over water. It drove the collective trim servo to provide barometric and radar altitude hold; it manipulated the cyclic trim system in the pitch and roll axes to provide position and velocity hover control; and, when coupled with radar altitude hold, it provided three-dimensional hover stabilization for the cyclic and collective (hover hold).However, even with these benefits there were several known deficiencies with the system. The HH-60G System Program Office (SPO) began IAHHS installations in 2013 to replace the obsolete AHHS and to improve upon the deficiencies of the old system. The IAHHS introduced five (5) new Line Replaceable Units (LRUs) to the platform. The latest System Electronics Unit (SEU) was designed to be controlled primarily through software, allowing for greater flexibility and sophisticated control algorithms. It was repackaged with the System Interface Unit (SIU) in an attempt to improve and simplify installation and maintenance. The SEU provided an interface to the Military-Standard-1553B (MIL-STD-1553B) data bus to gain access to the high speed, high accuracy information available on the Enhanced Navigation System (ENS) bus. Glare Shield Indicators (GSI) were added to provide additional system status information to the pilot and copilot. The Torque Turbine Gas Temperature Converter (TTC) was added to monitor power. Lastly, the new ACP was installed that allows the pilots to select the IAHHS system mode and obtain IAHHS status information. NSN - 6610-01-502-3057GC - Symbol Generator Repeater provides the interface between the Symbol Generator Unit (SGU) and four data ports located in the HH-60G cockpit. It provides the ability to interface with the Electronically Linked Mission Overlay (ELMO) - a laptop used to display navigation data. The item is not Flight Safety Critical, but is Mission Essential, due to degraded capability due to its malfunction. IMPEDIMENT TO COMPETITION: The original equipment manufacturer (OEM) of this item is the DRS Intelligence, Communications and Avionics Solutions (ICAS), LLC, CAGE Code - 0CDN3. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, DRS ICAS is the only known source with adequate knowledge of the System Interface Unit (SIU), Altitude Hover Hold Stabilization (AHHS) Control Panel (ACP), and Symbol Generator Repeater's performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST: The DLA/AWB Contracting Office intends to award a sole source contract to DRS ICAS for the manufacture of the three NSN's listed above for the System Interface Unit (SIU), Altitude Hover Hold Stabilization (AHHS) Control Panel (ACP), and Symbol Generator Repeater in support of the HH-60G aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 12 Aug 2015 to Rhonda L Hurst( rhonda.hurst@us.af.mil ) or dla.dlr.proc@us.af.mil The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
