- The Office of Acquisition and Agreement Management (OAAM), of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), intends to negotiate on a sole-source basis with Stratasys Inc., under the authority of 41 US 3304(a)(1), for repair and maintenance of a Stratasys Connex500 Multi-Material 3D Printer. The service contract shall be for a base period of one year with four one-year option periods. The Trace Chemical and Surface Analysis group of the Materials Measurement Laboratory is involved in a growing research effort at NIST in the field of additive manufacturing. To fulfill its mission, the group utilizes a Connex500 Multi-Material 3D Printer to provide advanced methods and measurement capabilities for explosives and narcotics in supporting forensic and homeland security programs. To that end, the Trace Chemical and Surface Analysis group requires a service contract for its multi-material 3D printer so that the instrument may continue to operate without extended interruption and achieve its optimal performance. Sole source determination is based on the following: Stratasys Inc. has proprietary knowledge of all up-to-date service practices and techniques required to keep the instrument operating in accordance with the manufacturer's specifications. Stratasys has no authorized resellers or service providers capable repairing and servicing the Connex500 Multi-Material 3D Printer. Therefore, only Stratasys can supply the required service, maintenance, and parts that will be fully compatible with the equipment and meet the original manufacturer's specifications. In addition, the instrument's software updates, service and use manuals, and schematics are proprietary to Stratasys and are not available to the general public. The North American Classification System (NAICS) code for this acquisition is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The small business size standard is $20.5M. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by 1:00 p.m. Eastern Time on August 19, 2015 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
