- Description
- This acquisition was conducted in accordance with FAR Subpart 19.8, Contracting with the Small Business Administration (The 8(a) Program), and this program allows for a sole source/direct award for orders under $4 million, including options (FAR 19.805). This requirement is for the Financial Management and Program Analysis Support Services to Capabilities Management Office (CMO), Air Force. The CMO is the Air Force designated organization that provides program management, planning, programming, budget, execution (PPBE), personnel and financial management, compliance, audit, legal, security, and general & administrative support to all aligned organizations, programs, and activities. The contractor shall be responsible for providing financial management support to the CMO Resource Strategy Directorate and program analysis support to the Management Development Office. Financial management support will encompass all phases of the PPBE process. Program analysis support will encompass all activities involved in developing, planning, and evaluating a wide variety of project requirements of assigned portfolios. The contractor shall also provide support for the financial management database. The financial management database shall be a web-based application accessed via the World Wide Web using a web browser with a SQL Server 2008 relational database on the back end. This critical support will reduce of manual labor and time for the data entry and reporting, enhanced information exchange among uses, structured relational data storage, centrally located repository for historical report files, and permission-based system at the individual user across the entire program.
