Description
ACE Specification AVNS-DTL-10880 Request for Information (RFI) for Aircrew Combat Ensemble (ACE) THIS IS A RFI ONLY. This is Sources Sought (SS)/Request for Information (RFI) for market research. Information is to be used for preliminary planning purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. This announcement does not constitute a Request for Proposal (RFP) and does not commit the Government to solicit or award a contract now or in the future. Further, the Army is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Purpose: The U.S. Army Product Manager Air Warrior (PM AW) is seeking to identify interested contractors capable of developing the Aircrew Combat Ensemble (ACE), a lighter weight solution to the current equipment used by helicopter crews for survival equipment carriage, hoisting, insertion, retrieval, cabin restraint and flotation. There will also be a trade study and technical demonstration of an integrated electronic power and data carriage system that can be integrated into the ACE in the future. The system will be developed with the U.S. Army Soldier Protection System (SPS) body armor as an integral component. The responses to this RFI will be used to gather information to assess contractor's capabilities and interest in fulfilling the PM AW's needs. Background: PM AW has a requirement delineated in the Air Soldier System Capabilities Development Document for reduced weight and bulk for the survival equipment used by Army Aviation. This equipment must integrate for use with the SPS armor. Plans to procure the ACE are forecast for FY17 to support operational tests for Air Soldier System and starting in FY18 for continued fielding of the ACE capabilities to Army Aviation Rotary Wing. To facilitate the development of ACE design concepts and meet fielding timelines, PM AW is planning a two phase approach consisting of a six- to nine-month phase for development of the design concept and prototype-model build to be used for initial user feedback. The U.S. Government will select the design concept most suitable for meeting the PM AW requirements to proceed to second phase to complete design, manufacture test articles, and complete testing for qualification of the design. An option for a low rate initial production quantity will be included in the second phase and will be executed based on successful qualification. The Government intends to procure the Technical Data Package for the design developed in this contract effort. The U.S. Government is seeking contractors capable of performing the following types of activities and efforts: Phase 1: •· Design, evaluate, and deliver ACE concepts with low development risk and high potential to meet the Government's technical performance, integration, human factors, logistics, safety, and reliability requirements; •· Demonstrate proof-of-concept for an integrated textile and power/data network; •· Explore and investigate bulk reduction alternatives and strategies for the ACE system and its constituent parts; •· Fabricate ACE concept models to support Contractor and Government evaluation. Phase 2: •· Complete design of ACE to meet requirements per Specification AVNS-DTL-10880 Item Specification for the Aircrew Combat Ensemble (ACE) and incorporate feedback from evaluations; •· Develop test plans, manufacture hardware, conduct testing to meet the qualification requirements per the ACE specification, and submit test reports; •· Document the ACE design in a technical data package that includes drawings, patterns, bill of materials, and detail specification updates for manufacturing quality criteria; •· Provide Integrated Logistics Support information to ensure the ACE is maintainable and supportable in the field; •· Deliver ACE hardware to be used in Government evaluation efforts. The U.S. Government anticipates a Request for Proposal release in 1 st to 2 nd quarter FY16. The ACE specification is attached. Submissions can be through written correspondence and/or electronic mail. Responses should include, at a minimum: Name and address of the interested company or organization; Contact information for the primary POC; A brief description of the potential offeror's company/organization; A description of the potential offeror's capability to meet the Air Warrior requirement for development and manufacturing of hoisting and restraint systems, flotation systems, gear carriage systems; A description of the potential offeror's capability to meet the Air Warrior requirement for testing and for development of technical data (in particular capability to draft engineering assembly drawings of soft goods such as the ACE) and logistics data; A description of the potential offeror's capability for prototype manufacture and production manufacture; Any questions or comments on the ACE specification AVNS-DTL-10880; A description of any potential teaming arrangements the offeror may have in order to meet the Government's requirements.
