Draft GAMT PWS 22 Jul 2015 SOLICITATION NUMBER: GAMT-SS-080515 NOTICE TYPE: SOURCES SOUGHT TITLE: Germany Aerial Mail Terminal (GAMT) for Air Mail Handling and Distribution Services SYNOPSIS: 1. NOTICE: This is not a solicitation, but rather a Sources Sought to determine potential sources for information and technical solutions to support Government planning activities. A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. 2. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, and to assist in determining if this effort can be competitive. The proposed North American Industry Classification Systems (NAICS) code is 491110 - Postal Service, which has a corresponding size standard of >$7.5 million. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers within the past three years. Any responses involving teaming agreements should delineate between the work accomplished by the prime and the work accomplished by the teaming partners. 3. Program Details: The GAMT operation is dedicated to providing postal receipt and dispatch of all military mail, postal equipment and supplies originating/destined to/for military personnel assigned within the European Theater. The primary customers serviced through this facility are members assigned to the military forces using Army and Air Force Post Offices. This operation also services all military locations within the European Theater as well as other international destinations and all Continental United States designated delivery destinations. The answers provided to the questions below will allow the Government to refine its acquisition strategy. Please see the attached Draft PWS and provide answers to the following questions: 3.1. Do you have facilities to support this requirement in accordance with para 16 of the Performance Work Statement (PWS)? 3.2. Do you have experience in the last 3 years performing high volume mail handling, sorting and distribution services? 3.3. How would you handle surges during Christmas holiday period as relates to additional personnel and space? 3.4. Do you find anything in the PWS that is non-commercial practice or restrictive? 3.5. Will you be able to store, stage and secure anywhere from 42 to 140 tons of mail at your facility for a period of 72 to 96 hours in case of airline strikes, natural disaster or other emergency that would cause the flow of US military mail to be stopped at your location from onward movement? 3.6. Will you have or be able to locate to a facilitate and operate in a full operations mode at this contingency location within 48 hours of notification of your facility being closed, in case of a natural emergency disaster, environmental, biological, chemical or other emergency, which might cause your permanent facility to be closed for an undetermined time? 3.7. Would your company have a problem to propose in Euros only? 3.8. Additional comments.
