Description of Work: The Philadelphia District seeks to award a single Firm-Fixed Price contract resulting from an unrestricted, sealed bid acquisition in accordance with FAR Part 14. Award will be as a whole to one bidder without discussion to the responsible bidder whose bid, conforming to the invitation for bid, which will be the most advantageous to the Government, considering only price and the price-related factors included in the invitation. The solicitation and subsequent contract will include FAR 52.236-3 Site Investigation and Conditions Affecting the Work, therefore potential bidders are urged and expected to inspect the site where the work will be performed and bidders are encouraged to participate in the one escorted site visit that the Government will host. All interested bidders are expected to contact Tim Kelly at (215) 656-6878 within five days after the solicitation has been posted, to coordinate participation in the site visit. The work will consist of painting, repairing and replacing the railings on the Chesapeake City Bridge. The contract duration will be a total of 180 calendar days from Notice to Proceed, to provide for ordering materials, and submission and approval of schedules and submittals for the base award, plus 90 days if options are exercised. This is not an all inclusive list of major activities: Base work activities: 1. Sandblast, repair and paint steel pedestrian walkway and stair railings on the northbound side of the bridge (approximately 5000 linear feet). 2. Remove existing chain link fence from north and south bound lanes of bridge. 3. Provide and install new 1" chain link fence on north and south bound lanes. Optional activities: 1. Sandblast, repair and paint steel railings on the south bound side of the bridge (approximately 3000 linear feet). Solicitation Number W912BU-15-B-0016 will be issued on or about 18 August, 2015 with a bid opening on or about September 18, 2015. The estimated cost range of the project is $1,000,000.00 to $5,000,000.00. The NAICS Code for this project is 237310 and the small business size standard is $36.5 million. Davis Bacon rates will be applicable to the contract. Liquidated Damages will be applicable to the contract. Performance and Payment bonds will be required for 100% of contract award. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. Registration for plans and specifications should be made via the FBO internet homepage. Hard copies will not be available. No written or fax requests will be accepted. It is the contractor's responsibility to monitor FBO for any amendments. An organized site visit is tentatively scheduled for August 26, 2015 at the Chesapeake City Bridge, Chesapeake City, MD. Contractors who receive a federal contract of $25,000.00 are required by legislation (FAR 22.1310(b)) to submit an annual VETS-100 Report on your employment of targeted veterans.
