Description
This is only an example. Please tailor the vehicles to what you typically provide in the commercial marketplace. Please review the attached Performance-based Work Statement (PWS) and provide a price list accordingly. The U.S. Government is in need of vehicle leasing services in Japan from 20 September 2015 thru 19 September 2020. The Government will make Blanket Purchase Agreements (BPAs) with multiple vendors resulting from this noticeto the responsible offerors whose offer will be most advantageous to the Government; price and past performance considered. The Government intends to make award to at least three of the lowest priced offerors with acceptable past performance. All offers must adhere to the attached Performance-based Work Statement (PWS), local standards, commercial practice, and Japanese Law. The vendor must also be registered in SAM (see https://www.sam.gov/). Interested vendors will submit price lists of vehicles typically leased by them in the commercial marketplace. The price lists will also include charges for minor damages, missing fuel, etc. In Accordance With (IAW) the PWS. An example is attached for your reference. Please note this is just an example. You should tailor it to demonstrate the services you provide. The price list you submit will also be used as market research to allow the Government to make a determination on what type of vehicles are typically leased commercially, so please only include vehicles on the price list that are available to lease from you. The vendor shall furnish the leased vehicle services when requested by the Contracting Officer (CO) or authorized BPA Caller during the effective period of the BPA. Requests made by the CO shall not exceed $150,000 and will be confirmed in writing by issuance of a DD 1155/BPA Call. This BPA is considered complete and no additional calls are authorized after any one year time period, or upon expiration of the total desired time period (20 September 2020), or when the Government no longer has a need for the subject services. The BPAs will be evaluated annually (subject to renewal) and may remain in place for a maximum of five years. Vendors will get opportunities annually to revise price lists based on fluctuations in the commercial marketplace. The amount of services which will be required during the period covered by the BPA will depend upon the requirements of the United States Government. The Government is obligated only to the extent that authorized calls are actually placed against this BPA. All invoices will be submitted manually to the CO and/or Contracting Officer Representative (COR). All POC information will be provided upon award of the BPAs. The following are the pick-up/drop-off locations where vehicles will have to be delivered: Kyoga-misaki Communication Site (KCS) Tango-cho, Kyotango-shi Kyoto, Japan 627-0245 (near city of Mineyama) Yokota Air Base (YAB) Fussa-shi, Japan 197-0001 PLEASE NOTE: The majority of business will be with KCS (>90%). Respondents are eligible for award if and only when pricing is deemed to be fair and reasonable and who otherwise are found to be eligible for award of Federal contracts by being registered in SAM.gov, not being listed on the Excluded Parties List System (EPLS), and not having a record of adverse past performance. The U.S. Government is not obligated to enter into BPAs with more qualified firms than are deemed necessary to meet its expected needs. It is believed that three (3) BPAs with capable, reliable, responsive firms will suffice for meeting forseeable needs. If experience during the first year of performance indicates additional BPAs may be necessary, firms not offered an agreement initially may be approached later to assess their current interest and capability.
