- SPECIMEN TESTING LIST DRAFT SOW This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. BACKGROUND The National Institutes of Health (NIH) is a 234-bed biomedical research hospital with an active outpatient component. The Department of Laboratory Medicine (DLM) processes standard, esoteric and specialized laboratory tests at the NIH/Clinical Center (CC). The laboratories housed within the CC process and report approximately one million and seven hundred thousand (1,700,000) test results per year. The NIH has a unique research role, currently; the off-site reference laboratory performs approximately 31,000 tests per year. Off-site laboratory services support ongoing clinical research and clinical trials through the performance of unique or unusual tests. Because of the research focus, each sample requires a high degree of methodological and reference range uniformity to ensure consistency over time. The efficient use of patient specimens and DLM's resources are critical to the success of NIH. SCOPE OF WORK The contractor shall provide commercial laboratory testing for various specimen types, expected analytic time, and required methodologies as listed in the Specimen Test Attachment. This list is only an estimate of the programmatic requirement. The Specimen Test Attachment is subject to reduction or expansion based on program need. Due to the unknown variables associated with research and patient care, the exact testing requirements cannot be determined, therefore, the Specimen Test Attachment is subject to change. Any new tests required to meet the programmatic need shall be added to the contract through a bi-lateral modification. Newly added tests shall receive the same price reduction/discount as the contract pricing list. It is imperative that changes in reference ranges and methodologies be limited during the length of the contract because the laboratory results will be used in clinical trials. All tasks, deliverables and requirements for the intended procurement can be found in the Draft Statement of Work (SOW) titled Draft SOW-Laboratory Testing Services 08-06-2015 attached. Potential small businesses shall also include the business information outlined in the section below as part of their response: 1. DUNS 2. Company Name 3. Company Address 4. Current GSA Schedules appropriate to this Sources Sought 5. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All offerors must register on the CCR located at http://www.sam.gov 6. Company Point of Contact, Phone, and Email address Responses must be submitted electronically not later than 11:00 AM Eastern Standard Time, Monday, August 17, 2015. Submissions should be sent to Contract Specialist electronically at dehnerm@cc.nih.gov. Written responses to this notice shall contain sufficient documentation to establish bonafide capability to fulfill the requirements established in the Draft SOW. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 15 pages. This Sources Sought Notice is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of review of any submission.
