- Pre-Solicitation-JPRA Video Network Maintenance This notice of intent is not a request for proposals or quotes. Per FAR Part 6.302-1 all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than 4:00 p.m. on June 30, 2015. Technical capability documentation must not exceed three (3) pages. All responses must be submitted to the following: This is a pre-solicitation notice for multi-year service plan to provide the Joint Personnel Recovery Agency, Personnel Recovery Academy, (JPRA/PRA) contract maintenance support of the Haivision Network Video equipment at Fairchild AFB, Washington. The duration of the requested service plan is one base year and four option years. This acquisition will be solicited under FAR Part 12, Acquisition of Commercial Items, FAR Part 13.5, Simplified Acquisition Procedures, and FAR Part 15 Contracting by Negotiation. The government will award a contract to the offeror that provides the best value to the government, using best value determined by price and recent and relevant past performance. Each of these grading factors will be considered approximately equal to the other. The solicitation will be issued as a total small business set-aside. This procurement will be awarded as an multi-year contract and will be for one base year and four option years. The applicable North American Industry Classification System (NAICS) code is 334310 with a small business size standard of 750 employees. The solicitation will be issued on or about 17 Aug 15 PDT. All prospective offerors must be registered in System for Award Management at www.sam.gov to be eligible to submit a proposal. Lack of SAM registration will make an offeror ineligible for award. Payment for services will be through Wide Area Workflow, the standard DOD electronic invoicing system.
