- NASA/GSFC has a requirement for participation in trade and requirement studies related to the Ocean Radiometer for Carbon Assessment (ORCA) instrument design concept for the Pre-Aerosol, Clouds, and Ocean Ecosystem (PACE) mission ocean color instrument (OCI) for a period of one base year and two (2) one-year option periods. Specifically, the participation will include assisting the Project Science Office(PSO) with refining instrument and science requirements for the PACE OCI, in particular those relevant to ORCA; refining instrument and science requirements for an accompanying polarimeter, as they relate to trade studies with the OCI/ORCA; engaging in scientific trade studies in collaboration with the PACE systems engineering and instrument management teams during the OCI instrument concept design; conducting or organizing focused studies to evaluate scientific impacts of OCI instrument concept design trades; and liason with the external ocean color community as directed by the PSO. NASA/GSFC intends to purchase the items from Oregon State University. Oregon State University employs the only practicing scientist(s) with substantial, hands-on expertise in both oceanography and development of the ORCA instrument concept. Oregon State University is the only entity that has been involved in the formulation and design of the ORCA instrument. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Eastern Standard Time on August 21, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
