- NOTICE OF INTENT TO SOLE SOURCE: Centers for Disease Control and Prevention (CDC) announces its intention to negotiate and issue a sole source award for the purchase for survey support services using Questionnaire Development Software from NOVA Research Company, 801 Roeder Road, Silver Spring, Maryland 20910 The anticipated start date will be on or about September 15, 2015. NOVA Research Company is the only identified source that can provide the Questionnaire Development Software for survey support of the Medical Monitoring Project and the National HIV Behavioral Surveillance System which are used to produce population-based local and national measures of behaviors and clinical outcomes associated with HIV infection. Questionnaire Development Software is proprietary software owned by NOVA Research Company. CDC intends to negotiate this requirement under the authority of FAR 8.405-6(a)(2). The sole source procurement will be awarded in accordance with FAR Part 15 procedures. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. All responses should be received by August 20, 2015 at 11:00 AM Eastern Standard Time. All responses must be in writing and can be sent via email to iom2@cdc.gov. No phone calls will be accepted.
