- SECTION A - CONTRACT REQUIREMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format specified in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included with this notice. This announcement constitutes the only publication; proposals are being requested and a written solicitation will not be issued. The Department of Veterans Affairs, Veterans Health Administration, West Texas VA Health Care System requires maintenance, inspection, testing, and/or calibration of the Electrical Power Distribution System. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-78, effective December 26, 2014. The solicitation number is VA258-15-Q-0637, and is issued as a Request for Quote (RFQ). This acquisition is set-aside 100% for Service Disabled Veteran Owned Small Business in accordance with FAR 19. The North American Industry Classification Code (NAICS) is 238210, Electronic control installation and service, with a small business size standard of $15 million. The period of performance will begin 08/31/2015. This combined synopsis/solicitation is not to be construed as a commitment by the Department of Veterans Affairs (VA). The government intends to award a Firm-Fixed-Price Purchase Order, in accordance with FAR 13.5, and subject to the provisions and clauses listed in the formal VA solicitation format as follows.
