- 52.212-5 This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ-RML-C-1750222. This solicitation is a request for quotes (RFQ).The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC-2005-83-2-2 8042015. The associated North American Industry Classification System (NAICS) code for this procurement is (334516 ) with a small business size standard of 500 employees. This is a total small business set aside. The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories, is seeking to purchase an oxygen electrode measurement system. All interested companies shall provide quotation(s) for systems meeting the following criteria: The instrument will be capable of measuring molecular oxygen consumed by mitochondria ex vivo. The instrument must be temperature controlled (3-40 °C, +/- 0.02) and sealed in addition to having minimum resolution capability of 10 x 10-6 μmols/ml of dissolved oxygen at 20 °C-37°C. At least three chambers for concurrent measurement of samples is required as well as computer control of units or modules. Acquisition rate must meet or exceed 0.2 readings/second. Computer controlled units or modules must include software capable of being installed and utilized on multiple computers (at least 3) under one licensing agreement. A "Clark type" polarographic oxygen sensor with an electrode output of 1μA at 21% O2 and a response time < 5s is required. Background oxygen consumption of electrode <0.015μmol hr-1 is highly needed. This will need to be a table top, no-install required, computer controlled system. The system will need to be portable. *The quoted system must include: Manufacturer's Warranty, no less than 1 year in duration Any software required to operate system All accessories and adapters required to operate system *All quotes must include all costs associated with acquisition of this system, including a shipping and handling estimated cost Award will be based on the capability of the item offered to meet the above stated salient characteristics, price, past performance, delivery, warranty, and the best value to the government. Quoter must include the following provision in their quote and check the appropriate response. 52.209-2 -- Prohibition on Contracting with Inverted Domestic Corporations--Representation. (Dec 2014) (a) Definitions. "Inverted domestic corporation" and "subsidiary" have the meaning given in the clause of this contract entitled Prohibition on Contracting with Inverted Domestic Corporations (52.209-10). (b) Government agencies are not permitted to use appropriated (or otherwise made available) funds for contracts with either an inverted domestic corporation, or a subsidiary of an inverted domestic corporation, unless the exception at 9.108-2(b) applies or the requirement is waived in accordance with the procedures at 9.108-4. (c) Representation. This is an open-market combined synopsis/solicitation for oxygen electrode measurement system (a complete stand-alone system) as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process all quotes should include a statement regarding the terms and conditions herein as follows: "The Terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" (Quoter shall list exception(s) and rationale for the exception(s).)
