- This contract was awarded as a Sole Source to IRG under Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. The USMS currently has a contract in place with IRG to relocate, store, maintain and dispose of vessels located in the Middle District of Floirda, Southern District of Florida, Puerto Rico and the Virgin Islands for base year plus four one year options. This contract was awarded Novemeber 2013. In May 2015, DEA seized a 167' fishing vessel "Caribbean Soul." This vessel was originally stored under the vessel contract that the USMS has in place with IRG. It was determined during the course of storage that this vessel required additional services that was not covered in the contract. Therefore, the USMS has established a sole source contract with IRG to properly maintain this vessel while in USMS custody. In 2014 the USMS solicited vendors in the Port of Miami who have US Coast Guard Approval Letters to show facility has been approved to meet requirements of Title 33 Code of Federal Regulations (CFR) Part 105 to provide security for and maintain a commercial cargo vessel. This solicitation resulted in only one source responding, which was IRG.
