- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. The Government advertises solicitation number W912L7-15-T-0009 as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. The Tennessee Army National Guard has the following requirements. This requirement is advertised as an unrestricted acquisition; the North American Industry Classification System (NAICS) Code is 332999 with a Small Business Size Standard of 750 employees. The Government will consider all offers submitted by a responsible contractor. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JUN 2006) (Deviation), DFARS 252.204-7012 Safeguarding of Unclassified Controlled Technical Information DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Site visits are scheduled at 2350 Armory Drive Murfreesboro, TN on Tuesday, August 11, 2015 9:00 AM Central Time, at 413 County Road 554 Athens, TN 3:00 PM Eastern Time, 2113 Helton Drive Lawrenceburg, TN on Wednesday, August 12, 2015 at 1 PM Central Time and at UTES#2 in Fort Campbell on August 13, 2015 at 10:00 AM Central Time. Quotes are due in this office no later than Monday, September 7, 2015, close of business four thirty (4:30) p.m. local central daylight time. They can be emailed to randal.d.halbrooks.mil@mail.mil or facsimile to 615-313-0562. Offers will be evaluated using the Lowest Priced Technically Acceptable criteria outlined in FAR 15 and FAR 13. The Government will award to the vendor whose proposal is most advantageous to the Government. Cabinets must be brand name or equal to those manufactured by the SpaceSaver Corporation. For the Government to consider an offer technically acceptable for this requirement, the offered cabinets must meet or exceed the following salient characteristics: Single Tier Lockers Must be 24"W x 32"D x 78"H plus or minus one inch. Must have full-length piano hinges on the doors. Must have a single door design Must be a minimum of 18 gauge steel Door must double walled and made of stamped metal with at least one inch but no more than 1.5 inch holes. Holes must be offset to secure privacy of items being stored Must have at least one adjustable shelf Must have at least two J-style hooks Must have at least a four inch base welded to frame with leveling feet on the bottom of the locker Must have an Identification label holder on face of door Must have a non-corrosive lock plate for a hasp style lock Lockable Cabinets Cabinets must be made of at least 18 gauge metal shelves with at least 20 gauge solid metal locking doors Shelves must be supported by at least 14 gauge shelf supports Must have full height back panels Must have full-length piano hinges on the doors. Must have a minimum of two and up to seven shelves adjustable on 1.5" increments Shelves must be capable of holding at least 500 pounds per shelf The Government desires delivery within 30 days, vendors must include a delivery schedule in their response to this request for quote. Vendors must submit sufficient descriptive literature to determine whether their proposed products meet each of the salient characteristics described; the Government may consider offers that fail to submit proper descriptive literature technically unacceptable without further discussion.
