Description

The VA Office of Research and Development, Health Services Research and Development (HSR&D), intends to negotiate on a sole source basis with Dr. Jean Sipe pursuant to FAR 6.302-3; for continuation of services performed under contract VA101-C37460 for revising peer review materials, creating new materials, and developing training. The Contractor shall develop a sustainment plan to ensure maintenance of the peer review enhancements. The Contractor will present to the HSR&D staff a work plan for completing the project, will perform detailed analysis of scientific merit review board meetings, and will maintain and update HSR&D's Peer Review Handbook and reviewer guidelines. This is specialized training in peer review best practices for the key members of HSR&D's scientific merit review program. The training needed by HSR&D is highly specialized to the needs of the service. This request will allow HSR&D to continue with their Scientific Merit Peer Review Enhancement Initiative to further enhance merit review processes, thus ensuring the prioritization of research proposals most likely to positively impact Veteran health care. This notice of intent is not a request for competitive proposals. However, any vendor who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than August 12, 2015, at 3:00PM, EST. Capability statements may be sent to Travis Gibbons at travis.gibbons@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
