Description
RFQ-DC-15-00239 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. The Request for Quote (RFQ) number is RFQ-DC-15-00239 for this requirement. This RFQ incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-83. The applicable NAICS code is 334516 (small business standard of 500 employees). It is the Government ¿s intent to award a Purchase Order for the requirement below: The United States Environmental Protection Agency, Office of Chemical Safety and Pollution Prevention, Office of Pesticide Programs has a requirement for 2 CO2 Incubators. Incubators must meet the following technical specifications to be considered for award: ¿Two identical units are required. ¿Minimum 180 L chamber size with fan assisted airflow and removable water pan. ¿Water jacketed. ¿Access ports for Rees temperature and CO2 probes. ¿Touch screen interface to control all incubator parameters and functions. ¿In-chamber HEPA filter to provide ISO Class 5 clean room air purity within 5 minutes of access. ¿TC CO2 sensor. ¿Stackable units with roller base. ¿Approximate size per incubator (exterior): (26 ¿W x 39 ¿H x 25 ¿D); height of stack units no more than 82 ¿H. ¿Accessories: CO2 Gas Regulator and Mobile Stand. ¿Shipping and in-lab installation. Units will be delivered to US Environmental Protection Agency, Environmental Science Center, 701 Mapes Road, Fort Meade, MD 20755. Expected delivery date is 30 days from purchase order award. The provisions at 52.212-1, Instructions to Offerors-Commercial; 52.212-2, Offeror Representations & Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this acquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Additionally, the following Environmental Protection Agency Acquisition Regulation (EPAAR) provisions apply: 1552.211-79, Compliance with EPA Policies for Information Resources Management; 1552.224-70, Social Security Numbers of Consultants and Certain Sole Proprietors and Privacy Act Statement; 1552.233-70, Notice of Filing Requirements for Agency Protests. Local Clauses: EPA-L-15-104 Electronic Submission of Proposals/Bids/Offers/Quotes (a) Electronic submission of proposals, bids, offers or quotes is required and shall only be accepted through the FedConnect web portal. FedConnect can be accessed at https://www.fedconnect.net/Fedconnect/. All responses to questions will be released on FedConnect. Basis for Award: The Government will make award to a responsible business on the basis of the lowest priced technically acceptable offer. Quote Submission: Contractor shall prepare a fixed price quote with sufficient information to determine that the proposed items meet the technical specifications. Quotes shall be submitted via FedConnect to no later than 2:00 p.m. ET on Friday, August 14, 2015.
