Description
The USDA NRCS in Mississippi is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program due to severe storms, tornadoes and flooding on April 28, 2014, to relieve imminent hazards to life and property. The solicitation will be a total small business set aside. Interested contractors must be registered as Active, and must complete the annual representation and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm fixed price construction contract is anticipated under Sealed Bidding procedures, FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. The project shall consist of the protection of infrastructure, utilities and property at five sites in various locations within the city limits of Waynesboro, MS. The Azalea Drive site is located at N 31°40'43", W 88°38'26" where rock riprap will line the channel for approximately 90 feet to protect the road, box culvert and utilities crossing the channel. Some grout will be used in the rock in the steep slopes adjacent to the culvert and road, in the bottom around the apron and on the left bank along the curve. The Lake Denham Road site is located at N 31°40'51", W 88°36'4" where rock riprap will line a bank for approximately 125 feet to protect a parking lot and building adjacent to the bank. There will be debris removal within the stream limits for approximately 800 feet upstream of the rock placement to the road to improve stream flow. The Mississippi Drive site is located at N 31°40'34",W 88°38'29" where rock riprap will line a channel between a box culvert and concrete channel for an approximate length of 150 feet to protect the culvert, channel, building and parking lot. Grout will be used on the banks due to the steepness of the bank slopes and proximities to property structures. The Shady Pines Street site is located at N 31°40'39, W 88°38'25" where rock riprap will line a channel along a short series of two box culverts to protect the culverts, road, utilities and property. The approximate length of rock along the stream is 80 feet. Grout will be used on the downstream section on the banks. The Wayne Street site is located at N 31°40'30", W 88°37'44" where rock riprap will line a channel for 30 feet just downstream of a large box culvert to protect the culvert, utilities and driveway adjacent to the channel. A 30 foot extension of rock on the left bank will be installed to further protect the driveway." Performance (SF-25) and Payment (SF-25A) Bonds, in the amount of 100% will be required within 5 calendar days of award of contract. The location of the work sites will be within the flooded areas and as described in the solicitation. All necessary permits and land rights have been acquired. The solicitation package, construction drawings and specifications will be posted and available from this site on August 25, 2015. Bids will be due on September 24, 2015.
